ICAP currently implements four major programs: the MTCT-Plus Initiative; the Multicountry Columbia Antiretroviral Program (MCAP); the University Technical Assistance Program (UTAP); and the Dominican HIV/AIDS Treatment Initiative. ICAP provides technical assistance, financial and management systems support, and training to health institutions in 14 countries. Technical assistance is provided in an array of areas focusing on HIV/AIDS-related service delivery, including infrastructure development, procurement, and monitoring, evaluation, and research
ICAP supports programs in Cameroon, Cote d'Ivoire, the Dominican Republic, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, Tanzania, Thailand, Uganda, and Zambia. Although program specifics vary, all ICAP initiatives focus on family-centered, HIV/AIDS-specific primary care delivered by multidisciplinary teams. In 2005, the Government of Ethiopia (GoE) embarked on an ambitious program to provide free care and treatment to people living with HIV/AIDS. In August 2005, ICAP received a cooperative agreement from the Centers for Disease Control and Prevention (CDC), under the President's Emergency Plan for AIDS Relief (PEPFAR), to support the national roll-out of HIV/AIDS care and treatment services in Ethiopia. Columbia's broad experience implementing public sector ART roll-out and commitment to working with Ethiopia's Ministry of Health (MOH), CDC/Ethiopia, and other USG partners, have enabled ICAP to support the GoE to rapidly expand access to HIV/AIDS care and treatment.
CDC and the MOH requested that ICAP support HIV/AIDS treatment programs at 33 hospitals in four regions of Ethiopia (Oromiya, Somali, Dire Dawa, and Harari). In order to provide on-going site-level assistance to clinicians, program managers, data managers, and hospital leaders, ICAP established a main office in Addis Ababa and three regional offices in Nekemte, Dire Dawa, and Shashemene.
In addition to site level support, Columbia provides central-level technical assistance to the MOH on family focused care, including linkages between pMTCT and ART programs, pediatrics care and treatment, TB/HIV services, and the involvement of people living with HIV/AIDS (PLWHA) in care and treatment programs. ICAP also partners with Jimma and Alemaya Universities to improve HIV/AIDS training expertise and capacity and with Regional Health Bureaus in Oromiya, Somali, Dire Dawa and Harari, providing financial support, technical assistance, and other resources to improve HIV/AIDS management capacity
