Undertake Gender Analysis Study for Horti-LIFE Project
Background of the project
Horti-LIFE is a 3 year project started in January, 2016 funded by the Embassy of the Kingdom of the Netherlands (EKN) and implemented by SNV-Ethiopia. The project was formulated as a continued cooperation of EKN with the Ethiopian public and private sector partners in the horticulture sector. The aim of the program is to increase the export sales and food and nutritional security levels by supporting smallholder farmers in the horticulture sector through four intervention components: market linkage, productivity and food safety, capacity building, and enabling environment. The project will work in Tigray, Amhara, and Oromiya regional states with three or four target woredas per region.
Background to the assignment
In Ethiopian, women constitute over 50% of the total population and play key roles in the agricultural economy, specifically in the horticulture sector, though their potential to participate actively has not yet been fully harnesed. The government has emphasized women’s economic empowerment as an integral part of the Growth and Transformation Plan. However, despite progress in some areas, Ethiopia still experiences major gender gaps. While women are represented significantly in the informal sector at 60% of the work force, only 1 in 20 women of working age has a paid formal job. Women are less represented in key leadership and decision making roles, account for only 23% of formally registered micro and small enterprises, enjoy limited access to land (18.6% of total land holders), and are underrepresented in agricultural cooperatives (13%).
Horti-LIFE does not have a specific gender objective, except from ensuring that 30% of the beneficiaries are women. In order to achieve this, Horti-LIFE has to design interventions which facilitate the building of women’s capacities to take advantage of economic opportunities in the horticultural sector through improved access to high quality inputs and agronomic skills, employment opportunities and income enhancing activities. Correspondingly Horti-LIFE will focus on understanding the role of women in horticulture by undertaking a gender study and by including the output of the gender analysis study to design appropriate interventions which increase the benefits of women by the project.
Objectives of the Assignment
The objectives for this assignment will be:
· To analyze the gender roles in horticulture in the three clusters and to identify constraints and opportunities of women smallholder farmers in horticulture development
· To design a practical approach on how the project can ensure that these needs are met while working on Farmers’ Field Schools and Spray Service Providers
· To design the gender strategy for the “call for proposals” for investors in component A of the project
· To identify indicators that can be used to monitor the progress of the project on gender aspects so data can be collect during the baseline (planned for June-July 2016)
Required skills and experience of consultant
SNV is looking for a single consultant who must have undertaken similar assignments before. He/she should have a good knowledge of gender issue in rural communities and have experience in applying this knowledge in gender sensitive extension methods.
Interested consultants are invited to submit a proposal stating:
· Their motivation to do the assignment
· Their experience with similar assignments (what was done and what did you as a consultant learn from that?)
· Their proven track record in proposing practical solutions
· Their feedback on the ToR and what this means for the approach they will use
· A planning for the assignment; incl. the travel schedule
· A budget
o Travel costs and Per Diem etc. (as per SNV policy)
o The fee should be inclusive of VAT
o TIN number should be provided
· Their CV with three references
1.4. Procedure for submission of proposal:

· Interested Consultants/consulting companies should use the TOR outlined above
· Competent and selected individual consultants should submit their technical and financial proposals. The proposal should at least include understanding of the assignment and experiences, activity schedule, the number of total man days required, CVs of the lead person and the other experts to be deployed for the assignment.
· All interested consulting firms should submit the technical and financial proposal. The proposals submitted should be in separate sealed envelopes marked TECHNICALSAL, or FINANCIAL PROPOSAL each and stating the title/Subject of the consultancy service. The subject of the service should be stated on each envelop.
