Term of Reference (TOR) for Emergency Nutrition Assessment (ENA) SMART methodology training
1. Introduction and background
Humanitarian response should be based on a comprehensive, and contextualized diagnosis (assessment, monitoring and evaluation), in order to analyze people’s needs, vulnerabilities and capacities. The ENA SMART Methodology provides a basic, integrated method for assessing nutritional status and mortality rate in emergency situations. It provides the basis for understanding the magnitude and severity of a humanitarian crisis. The optional food security component provides the context for nutrition and mortality data analysis.
The Government of Canada supported CARE’s nutrition project is a life-saving emergency nutrition project aimed to improve the nutritional status of vulnerable community groups through supporting the ongoing government efforts to save the lives of under five children, pregnant and lactating mothers. With the focus on an integrated CMAM, and WASH components, the project is providing a need based Nutrition and WaSH response through use of the existing government structures from region down to woredas and kebeles. As part of staff and government partners capacity development, the project has planned to organize Emergency nutrition assessment,smart methodology, training, and now is looking for a potential consultant who has the experience in conducting ENA SMART methodology training.

3. Objectives of the TOR
CARE Ethiopia is looking for consultant to conduct a 6 days Emergency Nutrition Assessment (ENA) training, SMART methodology for 24 persons at Nazreth. The training will be conducted from September 19 to 24, 2016. Note that this schedule can be changed with the interest of CARE Ethiopia.
Objectives of the Training
CARE as a humanitarian organization, is dedicated to respond in an appropriate, timely and effective way wherever local capacities have been overwhelmed and CARE can add value. The Humanitarian Mandate Statement describes ‘added value’ as being where CARE can bring additional resources, enhance the quality of the response, build local capacities and develop long-term solutions. This can be realized with skilled and motivated CARE staff and its partners. Thus, this training is first and foremost, aimed to build and prepare CARE staff and government partners to conduct standard nutrition surveys, rapid nutrition surveys and other context specific mini surveys. This training is also aimed to build the capacity of CARE staff and partners to analyses information and generate recommendations on the nutrition situation of emergency affected communities of East and West Hararghe zone.
By the end of the course, the trainees will be able to:
· Define content, and write aims and objectives of ENA training workshop during surveys and survey learning events.
· Describe the structure and contents of ENA, SMART methodology
· State the principles of adult learning and apply them in designing and running a surveys and survey learning events
· Organize and lead standard nutrition surveys
· Manipulate/Use nutrition data analysis software
· Organize and lead rapid nutrition assessment
· Analyse nutrition data using epi info, SPSS and other appropriate software and generate survey results and recommendation.
· Demonstrate a range of training and facilitation skills
4. Participants of the training
The participants of this training will be Nutrition Advisors, Emergency Response Managers, Nutrition project Team Leaders, Region and Zonal Nutrition Focal Persons etc a total of 22 trainees will attend this training.
5. Duration and Venue of the Training
This training will be undertaken for 6 consecutive days from September 19 to 24, 2016 at Nazareth _________ Hotel.
6. Training Methodologies
All adult learning approaches will be deployed so as to make the training meet its intended objectives and more fruitful. Among others, the training will use such participatory approaches as small group work and presentation, plenary discussions, brainstorming and experience sharing, mini-lecturing etc.
7. Expected outputs
Having completed the six days training, participants will be acquainted with standards that should be met during nutrition surveys and will be capable of organizing and leading nutrition survey, survey report generation and report communication.
The consultant is expected to have at least master’s/first degree in Public Health, Nutrition, Epidemiology, Health Informatics or other related field and five years of work experience with the following additional requirements:
· Over five years working experience in Emergency nutrition and food security response in Ethiopia.
· Strong analytical skills and training experience
· Experience in undertaking training on Emergency Nutrition Assessment (at least five trainings)
· Experience and knowledge of emergency nutrition response programs, evaluation of integrated emergency and development projects/programs and drawing learning and good practices.
· Proven leadership and coordination skills.
· Sound training and facilitation skills
· Excellent writing and document presentation skills.
· Demonstrated ability to meet deadlines.
· Familiarity with the National (Ethiopia) Nutrition Response Program.
9. Competing consultants:
· Shortlisted consultants will need to prepare 15 minutes presentation on summery of the training curriculum.
10. Work scope of External consultant:
The consultant(s) activities, outputs and working conditions are outlined below.
i) Overall Responsibilities: The consultant will lead and coordinate the overall training process.
Specifically, the consultant will undertake the following:

11. CARE’s Responsibilities
CARE Ethiopia Emergency team will take and facilitate the following responsibilities:
· Linking consultants to relevant FO staff.
· Ensuring effective coordination for consultant(s) in undertaking the training.
· Consolidating CARE’s comments for incorporation by the consultants.
· Coordinating with the consultant to ensure the quality implementation of the training
· Ensuring training logistics are on track.
· Providing additional information on ground.
· Organizing Materials needed for the training ( Flip chart, Marker, Pen, Note book, Masking tape, LCD Projector and photo camera)
· Arranging training hall, (Perdiem and Refreshment) for trainees
· Arrange vehicle for filed practices if any.
· Payment and attendance sheets
12. Reporting:
The general report outline, if necessary can be provided during commenting the draft report however; at minimum it should include the following:
· Executive summary
· Introduction section (background information about the project target area, project itself, etc),
· training Methods and materials
· Results and findings
· Conclusion and recommendations
· Names and detail contact information of the persons conducted the training.
· Annexes
