Responsibilities
·Represent GIZ-SLM TC’s institutional development expertise at federal level and facilitate its institutional development activities as defined in the GIZ SLM operational manual:
·Contribute to effective and efficient coordination and management of the national SLMP-PCU for scaling up of SLM.
·Represent GIZ-SLM on federal level in regular SLM-PCU team meetings and operational coordination process.
Tasks
·Provide guidance/support to SLMP federal and regional staff on platform formation at woreda, kebele and community level in accordance with the CBPWD guideline;
·Facilitate networking and coordination between the different regional staff involved in group formation and income generating activities;
·Provide guidance/support to SLMP federal and regional staff on the formation of Community Based Organizations such as Watershed User Associations and Self Help Groups for sustainable management of rehabilitated lands in accordance with the PIM and/or regional proclamations;
·Provide guidance/support to SLMP federal and regional staff on formulation of byelaws for Watershed User Associations and Self Help Groups for sustainable utilization of natural resources in accordance with steps outlined in IGA Guideline or existing partner documents;
·Provide training of trainers to SLMP implementation staff at regional level to consequently strengthen capacities on zone and woreda levels in participatory approaches for institution development on Kebele and community levels;
·Provide training of trainers to SLMP implementation staff at regional level to consequently strengthen capacities on zone and woreda levels on the preparation of basic business-plans for individual farmers and self-help-groups on income generating activities according to the IGA guideline and PIM;
·Provide technical support and backstopping in field of institutional development to SLMP implementing bodies at federal and regional level based on demand.
· Advice national SLMPCU and national NRMD on strategic options for effective and efficient scaling-up of SLM;
·Develop thematic and strategic concepts / guidelines upon request by national SLMPCU and NRMD in collaboration with federal level GIZ-SLM teams;
· Support national SLMPCU in the planning, organization and conduction of field missions;
·Support national SLMPCU in the elaboration and follow up of annual work plans;
·Report on monthly basis to the federal GIZ-SLM Deputy Manager / Strategy and Framework Team Leader.
Competences
·Basic knowledge on project cycle management;
·Knowledge and understanding of SLMP guiding documents (PIM, CBPWD, Exit Strategy, etc.);
·Excellent communication skills to handle stakeholders with different interest, practice active listening as core principle of advice, capability of concise and coherent reporting along standard formats;
·Solution orientation;
·Proven track record as Trainer for practical and theoretical sessions.
·Good English language skills, both written and oral;
·Excellent knowledge of regional language;
·Excellent computer skills esp. Microsoft Office;
·Basic knowledge of farm economics.
Required Entry Qualifications and Experience
·Degree in Sociology, Socio-Economy or related subject;
·Minimum of 5 years professional experience in the sector of community based rural development;
·Thorough experience in application of participatory approaches;
·Thorough experience in formation of community based institutions;
