Position Summary and Objectives:
Mercy Corps is seeking candidates with interest in using his/her financial and analytical experiences to develop a dynamic strategy for the Government of Ethiopia to improve its cash transfer program to PSNP beneficiaries across the country, by starting with a electronic cash transfer pilot project involving PSNP clients; and in helping poor clients learn cash savings and transfer methodologies through the development and support of various financial service opportunities for the poor. The Manager will work with at least two micro-financial institutions (MFI) and their mobile banking service providers, to develop and pilot inclusive financial product and services for over 239,000 PSNP beneficiaries residing in agriculture-based communities. The Manager must also be interested in ensuring quality implementation, tracking progress of the components of the program, and devising methods to expand services and products where possible.
The Manager position will first lead pilots in Zeway Dugda and Dire Dawa, and critically review performance to guide the consortium in the strategic expansion (and continued oversight) of the cash transfer program over the Life of Activities. They would also be required to build capacity of consortium members and local government in the approach.

KNOWLEDGE AND EXPERIENCE
· Advanced professional proficiency in English and at least two of the following languages: Amharic, Oromifa and Somali.
· Have exceptional verbal and written communication skills.
