The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to a Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture.
The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and the Transformation Council. Within the Agency, issues are divided into four different groups: Production and Productivity which includes Inputs and Crop Protection, Livestock, Research and Extension, Mechanization, Rural Finance & Agro-Processing Value Addition; Agribusiness and Markets including Market Services, Market Infrastructure, Commercial & Contract Farming, Domestic and Export Market Development, and Cooperatives Development; Environmentally Sustainable and Inclusive Agricultural Growth including Sustainable Irrigation & Watershed Management, Sustainable Land Management, Gender and Nutrition, Climate Change and Disaster Risk Management, and Planning and MLE; and Enhanced Implementation Capacity which includes ICT, Private Sector, and Organizational and Human Capacity. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.

The Ethiopian Agriculture Transformation Agency is in the process of designing and implementing an ICT-supported Input Tracking System to ensure agricultural inputs reach smallholders before the planting season and address systemic bottlenecks with the current input distribution system. The objectives of this project are to develop a new system to track the movement of fertilizer, seeds and agrochemicals through the supply chain, pilot it in selected woredas in the four main regions, and then roll out the system to all Agricultural Commercialization Clusters (ACC) woredas.
The Input Tracking System will track fertilizer, seed and agrochemicals across various distribution channels. Staff at seed enterprises, fertilizer warehouses, cooperatives, etc. will scan inputs as they are received into and dispatched from their warehouses. This data will be uploaded onto the system to generate real-time dashboards that users such as the Ministry of Agriculture (MoA), Regional Bureaus of Agriculture (RBoAs) and Regional Cooperative Promotion Agencies (RCPAs) can use to effectively track the distribution of inputs to farmers, identify bottlenecks and distribution delays, coordinate reallocation where necessary to get inputs to smallholder-farmers on-time, and provide policy recommendations. The tracking system will also have a mechanism to track quality issues based on physical appearance, trace the inputs back to the producers, and hold the appropriate suppliers accountable.
The Input Tracking System Senior Project Officer (ITS SPO) position, within the Inputs Team, will manage the Input Tracking System project. The ITS SPO will take on substantial responsibility very quickly, leading specific work streams and serving as the point person to internal and external stakeholders.
The ITS SPO will work closely with an ITS Junior Project Officer for day-to-day operational and problem-solving activities, while directly reporting to the Inputs Team Director and the Senior Director for Production and Productivity. The ideal ITS SPO would possess a passion for improving the lives of small-holder farmers and a strong interest in how technology can be used to transform existing practices in Ethiopia. S/he would likewise possess the entrepreneurial ability to visualize transformation, support the ATA to mobilize partners, stakeholders and funding, in order to drive practical change on the ground.
