In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Position Title: ELRP Gender Officers
Duty Station: Dire Dawa (1) with up 40-50% field travel

CRS Ethiopia is seeking a Gender Officer for the Ethiopian Livelihoods and Resilience Program (ELRP), a five-year USAID Office for Food for Peace (FFP) Title II Development Food Assistance Project (DFAP). The ELRP will focus on building resilience to shocks, enhancing livelihoods and improving food security and nutrition for rural households vulnerable to food insecurity. CRS seeks to hire two field-based (Meki and Dire Dawa) officers to support local implementing partners Meki Catholic Secretariat and Hararghe Catholic Secretariat. The Gender Officer (GO) position contributes to the expectations of CRS/Ethiopia’s Strategic Plan, CRS Ethiopia’s Gender Strategy and Action Plan, and CRS‘ Global Gender Strategy through ensuring equality of women, men, girls and boys, at all operational levels. The position will contribute to the Country Program’s (CP) efforts toward quality design and implementation of gender initiatives to ‘promote right relationships’ among targeted ‘families and communities’. The GO will take primary responsibility to advocate for greater attention to gender perspectives, by providing the necessary technical support in gender mainstreaming.
2.1 Technical Support
Provide guidance on gender perspectives in all aspects of the project.
To attend important and relevant events on gender and the substantive areas covered by ELRP to disseminate information on progress made in empowering girls.
Support Gender Working Group (GWG) in the implementation of CRS/Ethiopia’s Gender Strategy and Action Plan.
Support preparation of different issue-papers and undertake research on gender perspectives as the basis for efforts to promote gender equality and achieve common goals.
To provide close support and technical guidance to reaching for their potential project implementing partner’s staff.
Take lead in providing technical support to local partners to build skills and develop effective strategies to develop and implement gender responsive projects/program.
Develop/adapt training curriculum to the needs of the project staff, provide training, support, and undertake ongoing technical assistance.
Develop/adapt tools and guidelines that can be used by the project staff during implementation and M&E of the project
2.2 Information and Coordination
Assist partner staff to communicate information from the field to the appropriate decision making forum on girls’ empowerment and performance in activities, components, processes and impacts.
Support preparation of different issues-papers and undertake research/study on gender perspectives with the help of other CRS and implementing partner colleagues to promote gender mainstreaming and achievement for CRS/Ethiopia.
Arrange for the dissemination of information from MEAL data on the degree to which the project objectives are being achieved.
Liaise with implementation partner, respective government offices and institutions in the implementation of the project.
2.3 Monitoring, Evaluation, Accountability, Learning (MEAL) and Reporting
Prepare and submit timely updates on project implementation to ELRP management and maintain current knowledge of and liaise with other implementing partner regarding updates and promising practices in gender.
Ensure that gender based indicators are sufficiently covered in the project monitoring and evaluation systems including Performance Management Plan (PMP), Indicator Performance Tracking Table (IPTT) and other monitoring tools.
Review partner’s reports and ensure it captures required level of gender disaggregated data and gender specific success stories.
Arrange for the preparation of special reports as needed, on particular gender issues together with the MEAL team,
Assume primary responsibility in monitoring, evaluating data quality for gender disaggregation and reporting, as well as documentation of successes and failures.
Collect qualitative/quantitative data in reaching for their potential project on gender perspectives in operational areas on a regular basis, to provide a holistic picture of gender mainstreaming.
Ensure that all trainings on and facilitation of MEAL processes that integrate gender include awareness on gender equality, equity, women/girls empowerment and skills on gender integration.
Mange gender assessments conducted in reaching for their potential project operational areas.

Reports to DCOP – Gender/Youth Advisor
Works closely with gender officers in other CRS projects; implementing partners; Women’s Affairs Offices; Woreda and Kebele Food Security Task Forces.
Minimum Qualification Requirements:
Completion of 1st Degree (Social sciences, development studies or Law) with five years’ relevant work experience OR
Completion of 2nd Degree in (Social sciences, development studies, or Law) with three years’ relevant work experience.
At least 5 years work experience in developing and supporting gender responsive, integrated and inclusive programming.
Demonstrated ability to provide technical support and guidance on gender issues, including gender mainstreaming, girls’ empowerment.
Demonstrated experience in gender and development project design, implementation, monitoring and evaluation.
Skills and experience in working effectively with partners and stakeholders (government and non-government) to achieve goals.
Strong interpersonal and communication skills and the ability to work effectively with groups.
Strong analytical, training, facilitation, and representation skills.
Sensitivity to different aspects of diversity (cultural, religion), firm belief in teamwork and sensitivity to gender perspectives.
Computer skills (word, Excel, power point).
Familiar with quantitative and qualitative data analysis skills.
