At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Position Title: ELRP ICT4D Officer
Duty Station: Addis Ababa with 40-50% field travel
Employment term: Indefinite period contingent upon funding of the ELRP Program
Reports To: ELRP MEAL Manager

Purpose of the Position:
The ICT4D Officer will provide a high level of first line ICT4D support as well as MEAL operational support to CRS Ethiopia’s ICT4D operations.
CRS Ethiopia is seeking an Information Communication Technology for Development (ICT4D) Project Officer for the Ethiopian Livelihoods and Resilience Program (ELRP), a five-year USAID Office for Food for Peace (FFP) Title II Development Food Assistance Project (DFAP). The ELRP will focus on building resilience to shocks, enhancing livelihoods and improving food security and nutrition for rural households vulnerable to food insecurity. ELRP will operate in Oromia Region as well as Dire Dawa administrative unit.
The incumbent will work within the ELRP MEAL Unit to integrate various ICT4D initiatives, communicating with project stakeholders to define project objectives and keep them apprised of project status, maintaining the ELRP ICT4D system, adhering to GKIM’s standards, acquiring resources, and delivering quality ICT4D solutions on time and within budget.
Key /Specific Duties and Responsibilities
Work with CRS ICT4D Manager and ELRP MEAL Manager to determine device needs and lead budgeting for purchase
Conduct ongoing technical support to update and maintain devices as well as identify required improvements in the system and test devices or applications when appropriate
Liaise with IT and procurement departments to ensure ELRP devices are purchased, registered, updated, allocated and stored properly, warranted and fixed when damaged
Apply for and manage form licenses, user profiles, allocation for the project and identify any changes if required
Provide assistance to ELRP program staff to identify any gaps based on SMILER needs and identify correct forms to use and custom form requirements
Develop customized forms
Provide suggestions, feedback and corrections to forms in global library, database and reports based on field use in Ethiopia. This involves liaising with other ICT4D Officers working on other CRS Ethiopia projects
Support SMS system to report data collection schedules and deadlines
Consistently review data in ICT4D systems to identify inconsistencies and report to ELRP managers, DCoPs and CoP as appropriate
Conduct data cleaning process to ensure that all data is of highest quality
Ensure data collection is carried out in a quality, timely and complete manner
Provide protocol for data audit to ELRP managers and ensure it is conducted and documented properly
Ongoing support of database to identify and report glitches,
Contribute to the team’s reporting efforts periodically, according to the project proposal and USAID/FFP requirements
Regularly revise work plans and project orientation with the ELRP MEAL Manager
Conduct regular monitoring data gathering and dissemination in consultation with CRS MEAL Officer and implementing partner staff
Web-based Reports and GIS
Manage reports and dashboards to ensure they are displaying up to date, accurate and correct information and functioning properly
Help ELRP staff identify report needs and facilitate building of tabs with existing items from library and generate custom reports
Identify GIS data layers required at the onset of the project and apply such layers; adapt throughout the life of award as neeeded
Ongoing support of web-based reporting and GIS system to identify and report glitches, and make adjustments when needed.
Develop GIS maps per program requests for printing/online dissemination to support decision making and ensure accountability and transparency.
Training and Support
Act as a tier I help desk support agent for ELRP ICT4D and liaise with ELRP MEAL Manager and CRS Ethiopia ICT4D Manager to ensure any technical issues are resolved.
Provide training on all relevant components of the M&E/ICT4D platform to ELRP program staff, partners and enumerators.
Mentor field enumerators for proper use of platform and data collection.
Work with ELRP program managers to ensure they know how to use the web based reporting system for program management, decision making and reporting
Collaborate with ELRP Accountability Officer on beneficiary feedback surveys and reporting
Mentor and train partner M&E staff in ELRP project ICT4D system
Contribute to the strategic development of ICT4D requirements, in line with partner and CRS staff team needs.
Establish and maintain effective working relationships with staff teams and colleagues both inside and outside of CRS.
Undertake other such duties, training and/or hours of work as may be reasonably required and which are consistent with general level of responsibility of this job role.

Internal: ELRP: COP, DCoP Programming and Youth/Gender, ELRP MEAL Manager, Managers, MEAL Officer, Accountability Officer; CRS Ethiopia MEAL Manager and ICT4D Manager,
When time allows, works alongside Program, M&E staff and PO’s to design, carry out and analyze data management systems from survey assignments;
In collaboration with CRS ET IT unit staff, develop and manage relevant database, computer and network systems for ELRP project
External: Implementing partner organizations, Government staff managing respective MIS, other organizations working in ICT4D.
Completion of 1st Degree (Social or Natural Science) or
Completion of 2nd Degree in Social or Natural Sciences
2 years for 2nd Degree or 5 years for 1st Degree
Understanding data and information requirements and policies of CRS/ET
Sound knowledge of M & E system
Strong quantitative and qualitative analysis skill with ability to work with data S/W packages
Ability to write reports, and training molecules and manual and M&E systems
Fluency in English (both oral and written skills)
Ability to design develop, and implement training
Ability to work effectively under stressful condition
A high level of computer literacy
