In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Purpose of the Position:
CRS Ethiopia is seeking a SILC/Livelihoods Officer for the Ethiopian Livelihoods and Resilience Program (ELRP), a five-year USAID Office for Food for Peace (FFP) Title II Development Food Assistance Project (DFAP). The ELRP will focus on building resilience to shocks, enhancing livelihoods and improving food security and nutrition for rural households vulnerable to food insecurity. ELRP will operate in Oromia Region as well as Dire Dawa administrative unit. The incumbent will promote and implement CRS/ET’s Saving and Internal Lending Communities (SILC) model while contributing to one of the key purposes of the ELRP scope of work: ensuring households improve their sustainable economic well-being.
Key /Specific Duties and Responsibilities:
Provision of Support
Works closely with ELRP livelihoods team to integrate savings and internal lending communities (SILC) into the program as part of CRS/ET Integral Human Development Framework (IHD);
Raises awareness, promotes and market the SILC model among implementing partners, and donors;
Builds the capacity of ELRP implementing partners to integrate SILC into their activities;
Provides vision and leadership to effectively develop, promote, integrate and expand CRS/Ethiopia’s SILC Program;
Designs training modules for ELRP staff, partners, supervisors and filed agents and builds local capacity to deliver high quality trainings;
Provides technical assistance and manages the development, monitoring, analysis and evaluation of the SILC portfolio in ELRP
Works closely with partners to achieve scale and excellence in operations; designs specific trainings to address weaknesses and integrate best practices into operations;
Monitors the quality of the SILC programs through regular community site visits;
Gathers, analyzes and studies information captured through the SILC MIS, Guides and supports ELRP staff and partners in their efforts to collect and analyze data on a monthly basis;
Advises on savings-led Microfinance quality standards and opportunities for enhanced programming;
Designs, appropriate to monitoring and evaluate tools for SILC program;
Participate in overall program reviews and evaluations;
Supports project proposal development within the different sectoral programs, helps CRS /ET program managers and partners’ budget for SILC and integrate SILC in a multitude of development activities;
Supports successful establishment of SILC groups, identification, training and launching of Private Service Providers (PSP)
Actively participates in meetings with program managers and unit heads to define program vision;
Integrates SILC in design of ELRP monitoring and evaluation approaches;
Documents, disseminate and publish lessons learned and best practices;
Incorporate lessons learned and innovations from partners to improve data gathering and MIS spreadsheets;
Stay abreast of new developments in savings-led Microfinance;
Performs other related duties as required.
Completion of 1st Degree (Social or Natural Science) or
Completion of 2nd Degree in Social or Natural Sciences
2 years for 2nd Degree or 5 years for 1st Degree in Savings and Lending/Microfinance programs
Good knowledge and experience in facilitation, participatory planning, conducting training of SILC programs
Analytical and planning skills
Good communication and interpersonal skill
Excellent knowledge to develop, promote, integrate and expand SILC programs
Team player with good facilitation skills and objective oriented
A high level of computer literacy
40-50% travel to ELRP implementation woredas
