Title: Regional Water, Sanitation, and Hygiene (WASH) Specialist (total of three positions in Oromia, Amhara, and SNNP Regions)
The John Snow, Inc. (JSI) implemented, USAID funded Strengthening Ethiopia’s Urban Health Program (SEUHP) seeks a highly qualified regional Water, Sanitation, and Hygiene (WASH) Specialist. The goal of SEUHP is to improve the health status of the urban population in Ethiopia by reducing HIV/TB-related and maternal, neonatal and child morbidity and mortality and the incidence of communicable/non-communicable diseases. This will be achieved by supporting the Government of Ethiopia’s Urban Health Extension Program (UHEP) through improving the quality of community–level health services, strengthening referral linkages, building the institutional and technical capacity of Regional Health Bureaus (RHBs) and promoting inter-sectoral collaboration to address urban health challenges. Addressing Ethiopia’s urban WASH needs is one of the components of SEUHP’s interventions.
SEUHP is looking for full time, highly qualified WASH Specialist, one each for Oromia (based in Addis Ababa), Amhara (based in Bahir Dar), and SNNP (based in Hawassa). The WASH Specialist reports to the respective SEUHP Regional Managers.
Summary Roles and Responsibilities:
The Regional WASH Specialist will be responsible for planning, implementation, coordination, and technical leadership of WASH interventions in the respective regions. In collaboration with the regional SEUHP team, the WASH Specialist will be responsible for the day-to-day implementation and monitoring of WASH activities as wells as providing support to SEUHP implementation towns in the respective regions. She/he will help to forge strong partnerships with SEUHP implementing partners, WASH sector bureaus and city/town offices, WASH platforms and other relevant partners both at the regional and city/town level.
Main Duties and Responsibilities
· In coordination with the regional manager, regional public health advisor and senior environment health advisor at SEUHP central office in Addis, coordinate implementation of WASH activities.
· Prepare detailed WASH work plan and follow its implementation.
· Monitor implementation and outcomes of WASH activities in the respective regions.
· Provide strategic direction in technical areas such as coordination of WASH sectors actors, establishment of WASH forums (platforms), sanitation and hygiene promotion and capacity development for WASH interventions.
· Coordinate capacity building activities on WASH for WASH related groups/task forces, health professionals, Urban Health Extension professionals, and volunteers.
· Ensure proper monitoring system is in place for WASH activities.
· Document and share lessons and best practices.
· Continuously identify challenges and find solutions jointly with the team and partners.
· In coordination with the regional team, closely monitor the day-to-day implementation of WASH activities including supervision of contractors for construction of WASH facilities.
· Monitor the effective management and functionality of completed water and sanitation/latrine facilities in the assigned regions.
· Represent JSI/SEUHP in the town and regional level WASH related meetings and forums.
· Foster the development of good working relationships with relevant partners including government, private and non-governmental organisations at regional and town/city levels.
· Prepare regular weekly project accomplishment updates, monthly progress reports and quarterly comprehensive reports for the region and submit them to the Regional Manager.
· Accomplish other activities as needed.
· Advanced degree in Environmental Health or Public Health with concentration in Environmental Health.
· At least 6 years of professional work experience in designing, implementing and monitoring water supply, sanitation and hygiene activities/projects.
· Experience in WASH facility related construction.
· Experience in implementing urban WASH activities.
· Demonstrated ability to develop effective working relationships with government counterparts, local organizations and other programs and partners.
· Strong coordination, facilitation and communication skills.
· Excellent technical skills in hygiene promotion and community mobilization in relation to water and sanitation activities.
· Knowledge and understanding of current disaster management issues in Ethiopia and understanding of roles of different stakeholders is desired.
· Strong oral and written communication skills and fluency in both Amharic and English is required.
· Knowledge of local languages is required.
· Basic computer knowledge is required.
· Experience working in similar USAID funded WASH projects is preferred.
