Project Overview:
Growth through Nutrition – is USAID’s five year multi-sector nutrition project in Ethiopia (2016-2021). Save the Children in partnership with its Government partner’s (FMoH, RHB, RB of agriculture and natural resource and livestock, BOWE and BOE) and International NGOs and local NGOs drives the implementation of Growth through Nutrition using a powerful, multi-sector platform comprised of evidence-based nutrition-specific and nutrition-sensitive interventions.
The purpose of the USAID Growth through Nutrition activity is to improve the nutritional status of women and young children in the four productive regions with a focus on the first 1,000 days from pregnancy to a child’s second birthday—the critical window of opportunity for a child’s growth and development. The development hypothesis for this Activity is: if sustained access to diverse, safe, and quality foods is achieved and optimal nutrition, WASH, and agriculture behaviours are adopted and quality nutrition services are utilized and access to WASH products and services is improved and multi-sector coordination and GOE capacity to implement effective nutrition and WASH programs is strengthened, then the nutritional status of women and young children will be improved. Growth through Nutrition has four essential cross-cutting elements: Gender equality and women’s empowerment, a rigorous learning agenda, sustainable approaches, and convergence/overlay of multi-sector nutrition interventions (e.g. agriculture, livelihoods, education, health, humanitarian assistance) and WASH activities in the same geographic areas.
USAID Growth through Nutrition will be implemented in 100 woredas 80 Agricultural Growth Program (AGP) and 20 food insecure woredas of the four big regions (Amhara, SNNPR, Oromia, and Tigray) of Ethiopia.
Job Summary: |
The coordination specialist is responsible to lead, design, and implement layering and convergence of activities, an important cross cutting activity for Growth through Nutrition, to ensure maximum impact of the project. He/she will lead mapping of key complimentary USAID projects and partners programs, preparation of joint work plans, with partner projects, joint monitoring of implementation and the identification of key lessons learned from layering and convergence approch. He/she will also assist with coordination with Feed the Future partners through technical working group meetings on nutrition and WASH. He/she is expected to address other cross cutting activities including integration of gender equality and women’s empowerment, a rigorous learning agenda and sustainable approaches. He/she ensure positive working relationships with partners, ensure aligning or complementarity of the projects, monitor project performance challenges, coordinating and conducting joint field monitoring and review meetings with partners
Duties and Responsibilities:
Lead the design and implementation of the project layering and convergence approach.
Orient partners on Growth through Nutrition project goals, strategies and activities to develop common understanding for the smooth project implementation.
Facilitate the development and signing of clear terms of reference to ensure effective coordination with respective partners.
Lead identification of activity overlap through proper mapping, develop joint plan and ensure coordination for efficient resource utilization, and facilitate discussion with partners to help agree on the packages and standard of interventions
Lead the preparation of joint work plans, sharing of program budget and operational cost with partner projects, ensuring project activities are in line with proposed Growth through Nutrition technical documents and proposed new activities tailored to project goals
Ensure the integration of gender equality and women’s empowerment, a rigorous learning agenda, sustainable approaches, and most importantly convergence/overlay of multi-sector nutrition interventions (e.g. agriculture, livelihoods, education, health, humanitarian assistance) in the same geographic areas
Support coordination and harmonization of partners and regional project activities, targets and indicators
Support regional team to implement pilot layering and convergence activities in selected convergence model woredas
Closely work with partners to support the course of project implementation, joint monitoring, evaluation and learning
Work closely with technical advisors and senior program managers to ensure coordination among partners, SCI nutrition and resilience projects and Growth through Nutrition technical specialists to ensure quality of project implementation and timely completion of the activities.
Assist with coordination with feed the future( FtF) partners through technical working group(TWG) meetings on nutrition and WASH
Participate on partner regular meeting for joint decision making, follow up and report on meeting action points.
Facilitate regular dialogue and information sharing with partners including government, non-government partners and civil societies through regular review and coordination meetings
Conduct regular planned monitoring visits, identify challenges and lessons learned from layering approch support partners at the project sites and prepare reports for documentation and follow-up actions.
Ensure documentation of good practices in layering and convergence and report trends and performances of partner’s activities. Ensure that all relevant partnership documents are centrally maintained both in hard and electronic copies.

Education:
Master’s Degree in international development studies, public health nutrition, economics, management, coordination, social sciences, or other relevant field.
At least 7 years’ experience, including substantive experience in international NGO setting, experience working with Donor agencies, national and regional Bureaus, in progressively responsible positions in the humanitarian, development or related field
Experience in coordination, networking and linkages
Familiarity with the USAID projects, rules and regulations
Ability to identify and building partnerships; Strong interpersonal and communication skills with counterparts at all levels; Effectively networks with partners seizing opportunities to build strategic partnership
Proven strategic vision and strong technical and analytical capabilities; Ability to negotiate at the highest decision-making level and Ability to handle effectively multiple tasks without compromising quality, team spirit and positive working relationships
Excellent knowledge and understanding of the Ethiopian health and agriculture policy and strategies, health sector development program, national nutrition program (NNP), health and agriculture extension platform.
Experience with similar USAID project has comparative advantage
Experience of solving complex issues through analysis, attention to details, definition of a clear way forward and ensuring buy in
Ability to present complex information in a succinct and compelling manner
Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
Fluency in oral and written English is required; Knowledge of multiple local languages be considered an asset
