Position: Deputy Chief of Party (DCOP)
Report to: Chief of Party (COP)
Location: Addis Ababa, Ethiopia
Position Summary:
We are currently seeking qualified candidates for the position of Deputy chief of Party for an anticipated USAID-funded Activity USAID Caring for Vulnerable Children. The project will work to improve health and well-being outcomes for orphans and vulnerable children (OVC) through utilizing services to improve HIV/AIDS care, health, nutrition, economic security, education, protection, and psychosocial well-being. The Deputy Chief of Party will contribute to USAID and Government of Ethiopia efforts to sustainably reduce poverty by strengthening approaches to prevent and mitigate the impact of HIV and AIDS on economically vulnerable households.
The Deputy Chief of Party (DCOP) will provide day-to-day management and technical leadership to a 5-year, USAID-funded OVC project in Ethiopia. The DCOP will have responsibility for coordinating, and managing the implementation of the project in accordance with work plans and ensuring compliance with donor requirements. S/he will ensure high quality programing and knowledge management. S/he will directly assist the COP in project management including technical oversight, financial accountability, staffing, planning and reporting. The DCOP will represent the project in relevant platforms and will liaise with government and non-government counterparts.
This position will be based in Addis Ababa, Ethiopia and will report to the Chief of Party. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.
Key Responsibilities and Contributions:
· Responsible for technical leadership of the program and manage a team of senior staff and sub-partners.
· Ensure quality, timeliness, and efficiency of all products and activities generated under the project.
· Assist in the development of work plans, budgets and strategic documents in alignment with project goals and objectives.
· Provide technical support to the implementation of interventions, ensuring activities are implemented within schedule and budget.
· Ensure program implementation and outputs maintain consistent quality and standard.
· Develop along with project teams standardized tools, materials and systems to enable consistent and quality output.
· Provide technical support to technical specialists from implementing partners as well as government counterparts.
· Work with grant management team and finance to provide guidance on expenditures, both by program team and implementing partners.
· Work with procurement and administrative teams to ensure relevant inputs are provided for effective implementation of activities.
· Work with human resource and other project teams to coordinate on-the-job training and coaching to continuously build the competency of project teams.
· Manage performance evaluation and undertake the process within time and ensuring proper documentation is maintained.
· Participate in technical working groups and relevant meetings and contribute to shared learning.
· Guide program teams to ensure knowledge management and communication systems are in place to enable effective knowledge management and sharing of best practices and this may be done utilizing newsletters, websites, workshops and other mediums.
· Play the role of CoP, in the absence of CoP and/or when requested.
Education/Experience:
· Advanced Degree in international development, social sciences, public health, or a closely related field is required. Master’s Degree or higher is desirable.
· Demonstrated experience in addressing the challenges faced by children affected by HIV or otherwise living in adverse circumstances, as demonstrated by at least five years of experience designing, implementing and managing large, complex projects involving multiple partners, in/for developing countries is desirable.
· Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement or policy development is required.
· Experience with programming to address gender concerns and programming for very young children and adolescents/youth is required.
· Strong interpersonal, writing and oral presentation skills in English are also required.
· Minimum of five years of experience living or working in a developing country is desirable; experience living and working in Ethiopia is desirable.
