JOB SUMMARY:
The purpose of the Procurement Manager position is to coordinate and supervise the procurement services of the CO, ensuring provision of efficient, professional and high quality goods and services (including Hotel reservation, Air ticket, Vehicle maintenance, Office building and international staffs’ residence maintenance, Office equipment maintenance, Transportation of commodities, International & local consultancy and others) to the Country Office and Field Offices. S/he is also responsible for ensuring detailed understanding of and compliance with CARE and donor regulations and policies in procurement management for CARE Ethiopia.
RESPONSIBILITIES AND TASKS:
Coordination of Procurement Activities:
· Consolidate annual procurement plan received from service receivers (programs, program support and Field offices);
· Receives and reviews Purchase Request (PR) in accordance with the plan and budget from departments;
· Ensure detailed understanding and application of the appropriate policy and procedure is followed in solicitation and receipt of quotation and all steps of procurement process;
· Receives and reviews shipping documents and ensures that bank, insurance, shipping, customs and other formalities necessary for the importing of goods are completed;
Staff Supervision:
· Supervises and coaches the Procurement Officers and Administrative Assistant (Procurement)
· Completes all performance management activities including: performance planning, monitoring, annual performance appraisals.
Communication and Networking:
· Maintains continuous dialogue with the requesting parties and finance staff to foster smooth communication and efficient procurement services;
· Maintains a close relationship with Field Offices through field visits, phone or email communication and provide information on priorities, specifications and deliveries on procurement issues
Filing and Reporting:
· Ensures that purchase requests from Field Offices and Addis Office are registered, filed and classified systematically through providing regular and updated specifications on items and supplies;
· Ensures the Administrative Assistant compiles Procurement Status Report weekly, Air ticket payment monthly, cash forecast to finance upon request, feed data to performance measurement tool quarterly.
Maintaining Vendor List:
· Maintains an up to date vendor list of classified suppliers in Addis (E.g. Stationary shops, hardware, tools, furniture equipment etc.) in compliance with all relevant software (e.g. Bridger) and makes it available on request;
· Collects price data from suppliers on a bi-annual basis and analyses these for the purpose of reference by Finance and Administration in making actual purchases as well as budgeting and updating vendor list.
Participating in Different Committees and Teams
· Actively participates in CO’s audit committee and provides regular support and monitoring visits (and follow-up thereafter) with FOs to ensure and enable compliance with procurement management throughout the CO
· As a member of Program Support Leadership Team, provides high level strategic input and analysis of PS/Program issues related to procurement and works closely with Program Management Team to create greater synergies and understanding across departments.

· Keep up to date with developments in the sector, including best practice examples in-country and internationally, and ensure ongoing personal development and learning;
· Ensures the communication of procurement policies and procedures within the organisation, with partners and other stakeholders.
A) EDUCATION
Required:
· B.A. degree in Management, Business Administration or other related fields.
Desired:
· M.A. degree in Procurement and Supplies Management, Management or other related fields.
B) EXPERIENCE
Required:
· 5 years supervisory experience in both local and overseas Procurement, General Services and Logistics.
