BACKGROUND
The Last Ten Kilometers Project 2020 (L10K 2020) is implemented by JSI Research & Training Institute, Inc. in Ethiopia. With the grants from the Bill & Melinda Gates Foundation, USAID and UNICEF, L10K 2020 works in 200 woredas, in Amhara, Tigray, SNNP and Oromiya regions, to ensure optimum coverage of high impact reproductive, maternal, newborn, and child health (RMNCH) interventions and contribute towards reaching Ethiopia’s post Millennium Development Goal (MDG) targets for reducing maternal, newborn and child mortalities. Thus, the Project aims to improve key household and community health practices and increase the coverage, quality, and equity of RMNCH care.
OVERVIEW OF THE POSITION
In close collaboration with the Senior Monitoring & Evaluation (M&E) and Research Advisor, the M&E and Research Advisor is responsible to design and implement a comprehensive Measurement, Learning and Evaluation (MLE) framework for L10K 2020provide timely M&E information to Project staff at all levels; and interpret and report on L10K 2020 results to stakeholders. S/He will be based in the L10K 2020 Central Office, Addis Ababa, with extensive field travel. The M&E and Research Advisor reports to the Senior M&E and Research Advisor.
KEY DUTUES AND RESPONSIBILITIES
Together with the Senior M&E and Research Advisor, ensure that M&E activities will be designed to enable project staff, grantees and sub-grantees to plan, monitor, and evaluate the effectiveness of project activities.
Together with the Senior M&E and Research Advisor design and implement operation researches.
Oversee development, update, and proper functioning of M&E procedures, instruments, and systems, i.e., L10K 2020 Management Information System (MIS), for managing project performance, effectiveness and results data.
Assist L10K 2020 Regional teams in complying with procedures and systems related to M&E.
Provide technical support to Regional L10K 2020 staff, sub-grantees and government partners in production and use of data for decision making.
Work with Senior M&E and Research Advisor, Regional L10K teams and relevant partners to design and implement M&E data quality assurance system.
Produces regular M&E reports and dissemination/presentation materials for internal and external dissemination.
Assist Project staff in use of M&E data when disseminating evidence-based results to the wider community (working papers, conference presentations, peer reviewed journal submissions, etc.)
Together with the Senior M&E and Research Advisor and in close collaboration of project staff, plan and coordinate household and facility surveys and studies.
Provide advice on activities needed to continually upgrade and maintain Project staff skills to enhance individual contributions toward Project MLE.
As necessary, facilitate any required revisions to the project-wide M&E indicators including the M&E and Research framework.
Perform other duties as may be assigned from time to time.
