Responsibilities and essential job functions include but are not limited to the following:
Manage small team of HR, finance and administration professionals to ensure smooth functioning of program operations and finance in accordance with donor and internal regulations
Implement grant tracking/monitoring system, monitoring expenditures in order to identify any irregularities while ensuring grant compliance
Analyze variances and explore potential problems with program budget, working closely with staff to forecast and address any variances
Oversee procurement, payroll and other administrative functions of the program
Collaborate with home office finance to prepare financial reports to the donor
Prepare periodic budgetary control statements to determine project financial performance and suggest corrective action, if required
Participate in internal and external audits by providing documents and answering audit queries
Ensure compliance with Ethiopian labor and tax laws
Develop and oversee administrative and operational management systems to support all core and field program activities, ensuring that systems, including inventory management, travel approvals, etc. are maintained with accuracy and efficiency
Oversee all HR functions including contracts, payroll, insurances and performance appraisal cycle in conjunction with HR coordinator
Job Requirement
Degree in business related subject; MBA preferred
Proven experience with financial and administrative management of donor-funded programs, preferably in East Africa
Minimum of 10 years’ experience with at least 5 years in a managerial role
Excellent knowledge of Excel, Access and PowerPoint required; familiarity with Serenic Navigator, or similar finance and accounting software, preferred
Excellent verbal, analytical, organizational and written skills
Experience working in a fast-paced, multicultural environment
Ability to build productive, collaborative working relationships across different organizational functions and effectively manage and coach staff
Knowledge of USDA regulations strongly preferred
Working proficiency in both English and Amharic required
