Project Objective:
The five-year $16.6 million Ethiopia Performance Monitoring and Evaluation Service (EPMES) activity aims to provide USAID/Ethiopia with project/activity external evaluation, performance monitoring and performance management support services in alignment with the USAID Automated Directives System (ADS) and Evaluation Policy. It is anticipated that this contract will assist USAID/Ethiopia and its partners to generate empirical data on project/activity implementation as well as foster learning and knowledge management to improve evidence-based project design and development programming in support of the Country Development and Cooperation Strategy (CDCS). The Contractor will provide support services at all stages of USAID’s program cycle.
SI/EPMES is envisaged to improve and enhance the capacity for learning and adaptation within USAID/Ethiopia throughout the program cycle. As part of this contract, SI/EPMES is supporting the development of the Mission’s next five years second generation CDCS and is now looking for a strong facilitator who will be guiding and facilitating the various engagements in the CDCS 2.0 development process.
Position Description:
SI/EPMES is seeking a local Ethiopian consultant to facilitate and provide ongoing support for the development of USAID/Ethiopia’s second generation five-years Country Development Cooperation Strategy (CDCS 2.0). The Ethiopian consultant must have demonstrated experience in strategic planning, knowledgeable about USAID activities and procedures, and conversant with the Ethiopian development priorities. The successful applicant will also be knowledgeable about Ethiopia’s political, social and economic context, and should be fully available during the months of December 2016 – June 2017. The consultant will be supervised by the SI/EPMES Point of Contact (POC) for this task. The successful candidate is expected to perform his/her responsibilities in close collaboration with SI/EPMES team, the Program Office of USAID/Ethiopia and the international consultant(s) who will be supporting this task.
