Program Management
Actively participate and contribute in preparation of IMC strategic plan in general and take the lead program related to migration in particular in line with changing internal and external environment
Participate in preparation of sound Migration proposals development, budget and concept notes in line with International Medical Corps and its donor/s standard and guidelines with other program team in Addis and HQ.
Oversee the implementation of Migration program to ensure the program is implemented according to schedule and budgets, international standards, and that program objectives are met
Provide technical guidance on preparation and management of; assessments or surveys and evaluation on migration
Ensuring all refugee and host communities project activities meet relevant emergency international standards or governmental standards in relevant sectors, project activities are continually monitored with reference to the relevant action plans, specifications both in financial and technical plans
Ensure that appropriate documentation of learning and best practices of project activities on irregular migration and internal displacement are done
Undertake frequent supportive supervisions to refugee camps and host communities program to provide technical and managerial support and take correction actions at spot when required.
Work closely with other Program managers in IMC Ethiopia particularly those sectors working on refugee program/services (GBV, Nutrition and Health)
Facilitation of linkages between existing networks (diaspora, migrants, repatriates) and existing information structures at refugee camps
Maintain flexibility to take on added responsibility as and when needed
Grant Management and Reporting
Review and comment by-weekly updates, monthly and terminal project reports and provide necessary feedback for timely corrections and actions and check the final drafts of the relevant donor, government or other important external reports.
Manage and oversee all Migration related grants; develop and maintain realistic detail implementation plan (DIP) - work breakdown, spending and procurement plans in collaboration with relevant program, logistics and finance team for all migration projects
Representation (external) and Coordination (internal)
Develop and maintain effective, professional relationships and partnerships with internal and external contacts
Represent International Medical Corps at National Refugee task force meetings, assessment missions, UN coordination meetings, INGO coordination meetings, Irregular Migration Task Force and coordination meetings and others as appropriate
Liaise closely with authorities (Federal and Regional), donors and partner agencies to ensure program compliance with donor policies and regulations and complementary with other agencies' efforts
Maintain frequent communication with senior management to ensure program activities and objectives are communicated
Work with M&E, nutrition, and health teams to design and implement well-coordinated and integrated program to effectively improve the lives of beneficiary
Work closely with the senior management and field teams to determine the operational needs of the program within the scope of the grants
Facilitate responsive collaboration among field and Addis logistic and finance operation by timely reviewing and providing feedbacks on Pipeline, PRT and inventory reports
Staff Management
In collaboration with HR/Admin, works on new staff selection, recruitment or placement and development of staff
Supervise technical staff to ensure smooth and effective operations
Maintain open lines of communications with all field staff
Identify Migration staff training needs and skill gaps and plan with concerned section and organize appropriate training session where seems important.
Ensure Performance Management System documentation for all Migration technical staff is in place and followed up regularly
Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities.
Have experience working with youth at risk or potential risks of migration, and networking with diaspora community
Competent in Windows, MS office programs and database experience
Ability to supervise and train staff, including organizing, prioritizing, and scheduling work assignments.
Ability to work under pressure in a fast-paced environment.
