JOB SUMMARY
ROLE PURPOSE:
The RESET II Senior Program Manager (PM) will oversee the overall coordination and implementation of the RESET II program composed of four individual RESET II projects (Afar, Bale, Siti, and Wag Himra). For the Afar project, the PM has the additional role of coordinating the consortium partners that are part of the Save the Children led consortium. As such he/she will coordinate program implementation, facilitate technical assistance to the program, monitor progress and spending while ensuring that CO procedures and donor rules and regulations are followed, and facilitate synergies with other programs. In this effort, the PM works particularly closely with Operations, PDQ, and Awards, but with other relevant departments as well.
Project managers at a field level will report in to the hub structure but the project requires considerable coordination and facilitation at the country office level in terms of procurement, finance, government, donors and awards. The PM also helps keep the projects in line with the overall resilience building strategy of Save the Children and the government coordinated response.
KEY AREAS OF ACCOUNTABILITY:
Program management
Coordinate the implementation of Save the Children’s EC-funded RESET II program across its geographic areas (i.e. Afar, Bale, Siti, Wag Himra).
Ensure that the RESET II interventions are implemented to a high quality and effectively coordinated and managed with appropriate levels of technical support.
Advise on, and co-lead the recruitment of the project teams to maximize the efficiency, effectiveness and impact of our interventions with the budget available
Advise the Portfolio Director, National Programs Director, or DCD for Operations in Addis on support requirements from both the Country Office to strengthen Save the Children’s resilience-building programs.
Ensure high quality program implementation at scale that impacts positively on the lives of children and other vulnerable refugees and that meets with Save the Children’s Standard Operating Standards, SPHERE standards and our commitments to donors, the EC and the Government of Ethiopia.
Work closely with the Portfolio Director and the assigned Awards Manager to manage the allocation and use of the budget, liaise between the project managers at field level.
Conduct regular visits to field implementation sites in affected areas to update program analysis.
Work closely with logistics to follow up and ensure the procurement done at CO level is initiated and processed timely. Facilitate the coordination between the field teams and the CO logistics & finance team
Work closely with the operations and program quality (PDQ) teams to ensure timely and adequate technical support to the program, including frequent field visits. Ensure technical support reports are disseminated to the field and recommendations are implemented.
Representation and Coordination
Act as main representative of Save the Children’s RESET II program in front of the EC and other stakeholders.
Overall coordination around RESET II with other partners and implementers at Addis and field level.
Lead consortium meetings and organizing any follow-up needed, incl. sharing meeting minutes meeting and disseminating these to the field project managers and all relevant parties.
Ensure Addis level coordination with other Save the Children programs, specifically in the affected areas and response programs.
Reporting and MEAL
Coordinate the data input and co-responsible for report-writing of all narrative and program data reporting requirements, ensure with the support of the larger PDQ and Ops teams that the info and data is clean, segregated where needed, and timely compiled. Ensure partners deliver timely and all have joint and consistent indicators.
Help ensure that effective M&E and accountability mechanisms are in place and that relevant information, statistics and analysis are provided for donor reports, situation reports, project proposals, case studies and communications.
Contribute to the development and documentation of best practices and their dissemination to a variety of internal and external audiences.
QUALIFICATION
Minimum Bachelors in DRR, nutrition, agriculture/rural development, or related themes/sectors.
EXPEREINCE
Minimum of 8 years of progressive experience in program management, specifically DRR, rural development, resilience programming, or food security, and in coordination with an INGO.
Experience in supporting the development of organizational strategies, policies and guidelines
Considerable experience in planning, organizing and implementing work objectives
Strong knowledge and experience in Project Cycle Management and Risk Management
Considerable experience in people Management
Considerable experience in Budget Management
Expertise in joint (multiple actors) program operations, grant management and project planning and coordination. Demonstrated experience in leading consortium projects.
Strong interpersonal communication skills and experience in managing diverse teams of national and international staff are a prerequisite.
Previous experiences in managing EC funded projects/programmes involving different regions will be advantageous.
Experience managing budgets (BVAs, forecasting, expenditure re-classing, etc.) and helping ensure donor compliance

Good skill in emotional intelligence and continuous self-learning
Very good skill in influencing others and conflict management
Proven report writing and presentation skills in English.
Strong interpersonal communication skills and experience in working with diverse teams of national and international staff is an advantage.

Ability and willingness to travels up to 50% of time to the program implementation areas and other places where SCI travel is required.
