Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Core Competency Coordinator – Shelter is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Overall Responsibilities:
Generic responsibilities:
· Develop Shelter Core Competency (CC) strategy, technical SOPs / guidelines and Macro LFAs;
· Compliance and adherence to NRC policies;
· Contribute to identifying funding opportunities, and develop and revise funding proposal, budget and donor reports;
· Responsible for following up on compliance with contractual commitments within CC and ensure high technical quality and synergies;
· Provide technical direction and project implementation support;
· Identify trends in conditions/standards and donor priorities and assess better ways to assist;
· Ensure key learning are extracted from CC implementation, and incorporate them in CC development processes;
· Provide systematic training and build capacity of technical staff;
· Represent NRC in relevant forums/clusters, including with national authorities;
· Promote the rights of displacement-affected populations in line with the advocacy strategy.
Specific responsibilities:
· Provide technical guidance in the development of relevant and quality shelter and settlement infrastructure in relation with the country strategy;
· Prepare designs, compile BoQs and screen potential contractors for construction works;
· Develop and update the country shelter strategy, addressing concerns of field operations for each unique context making sure to develop integrated relevant core competency programs;
· Increase the capacity of shelter teams to implement quality shelter projects;
· Identify funding opportunities for Shelter and Infrastructure interventions and develop quality proposals;
· Support reporting and documentation of lessons for all Shelter and Infrastructure projects;
· Represent NRC in relevant cluster and working groups meetings. Attend all stakeholder meetings and joint assessments undertaken by the government and its UN partners;
· Maintain close collaboration with partners, including UN agencies, NGOs and local authorities;
· Support field shelter teams by coordinating closely with other departments to ensure timely, quality implementation of projects;
· Contribute to the development of shelter related risk assessments and shelter preparedness plans;
· Advise in the recruitment process of Shelter response field teams;
· Ensure shelter response teams are adhering to NRC's participatory approach, engaging target beneficiaries in all phases of the project to ensure community ownership of the projects;
· Work with Core competence Specialists for Education, WASH, and Food Security and Livelihoods to identify complementarities and opportunities for cross-sectorial response;
· Attend to any other related tasks as advised by the Head of Programmes.

1. Professional competencies
Generic professional competencies for this position:
• Masters in Civil Engineering
• Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
• AutoCAD and GIS experience is a plus
• Fluency in English, both written and verbal
Context/specific skills, knowledge and experience:
· Political and cultural awareness;
· Extensive experience implementing civil engineering works in humanitarian contexts;
· Knowledge of local languages is an advantage;
· Experience with start-up, exit or similar.
