Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Core Competency Coordinator – WASH is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Generic Responsibilities:
· Support WASH Specialist in the development of WASH Core Competency (CC) strategy, technical Standard Operating Procedures/ guidelines;
· Compliance and adherence to NRC policies;
· Contribute to identifying funding opportunities, and develop and revise funding proposal, budget and donor reports;
· Responsible for following up on compliance with contractual commitments within CC, and ensure high technical quality and synergies;
· Provide technical direction and project implementation support;
· Identify trends in conditions/standards and donor priorities and assess better ways to assist;
· Ensure key learning are extracted from CC implementation, and incorporate them in CC development processes;
· Provide systematic training and build capacity of technical staff;
· Represent NRC in relevant forums/clusters, including with national authorities;
· Promote the rights of displaced populations in line with the advocacy strategy
Specific Responsibilities:
· Support in planning, design, and supervision of WASH project working in close collaboration with the WASH Specialist, and project coordinators in the field;
· Provide gap-filling implementation support to field offices, as required;
· Prepare designs, develop BoQs and screen potential contractors for construction and rehabilitation of water supply schemes;
· Supervise water construction works implemented by contractors to ensure implementation as per the specified quality of work;
· Support with proposal development and report writing for NRC’s WASH projects in Ethiopia;
· Support WASH Specialist in updating the country WASH strategy;
· Represent NRC in WASH clusters and other coordination meetings for WASH;
· Support the WASH response teams in liaising with the support functions of the country office;
· Contribute to the development of WASH related risk assessments and WASH Preparedness Plans for persons affected by displacement;
· Participate in continuous early warning assessments – ensuring to attend all stakeholder meetings and joint assessments undertaken by the government and its UN partners;
· Attend to any other related tasks advised by the HoP and the WASH Specialist.

1. Professional competencies
Generic professional competencies for this position:
• M.Sc. in Water Resource Engineering
• Previous experience in program management of a WASH project in a humanitarian/recovery context
• AutoCAD and GIS experience is a plus
• Fluency in English, both written and verbal
Context/specific skills, knowledge and experience:
· Political and cultural awareness;
· Knowledge of the situation in the Horn of Africa in general and in Ethiopia in particular;
· Experience at a similar position is an asset;
· Knowledge of local languages is an advantage.
