World Vision Ethiopia (WVE) is an International Humanitarian Christian Organization whose objective is to provide holistic and integrated development and emergency response programs in the country. WVE National Office has an immediate opening for the following positions for person who fulfills the following qualifications.
PURPOSE OF POSITION:
The purpose of the DFAP Food Commodities Monitor coordinator position is to lead the food Monitoring and compliance processes through review the overall DFAP food commodities such as food deliveries, storage, transportation and end use distribution at all DFAP operation and Secondary warehouses to ensure compliance of activities with established procedures. The Job holder will be based in Addis Ababa and reports to the Food Assistance Program Manager.
Using the existing tracking system, monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at all FDPs in all DFAP operation woredas/APs and verify if the amounts received, distributed and losses are properly recorded;
Monitor distribution of food commodities at each FDPs; ensure proper distribution and verify appropriate entitlements are distributed to beneficiaries; and provide feedback to the commodity and logistic manager, DFAP focal person and also to DFAP regional manager on the distributions (Conduct end use check).
Review relevant documents and commodity management processes and provide feedback to relevant staffs at the woreda, regional office and HO level. Ensure that approved procedures are followed in the registration and selection of beneficiaries; distribution lists are accurately consolidated from the master beneficiary list and periodically reconcile the distribution list with the master beneficiary lists; and others
Determine if control procedures are adequate at each stage of the distribution process to prevent corruption and misappropriation and also check scoopers and CRM committees are functional at all FDPs
Assess the internal control systems and procedures and compliance of regulations at each Woredas to identify potential risks and come up with recommendations;
Determine losses and actions taken on a timely basis to pursue claims against responsible Parties in consultation with commodities department.
Review the monthly and quarterly reports of all DFAP operational woredas and verify that amounts of food reported as receipt and distribution by reconciling source documents with ledger books, Stock cards, Bin Cards, waybills, requisition pads, and physical inventories
Conduct end use check and whenever possible, select a sample of beneficiaries and interview them regarding their ration scale and the quality of food distributed and report the observation;
Review and compile WVE/USAID Food Monitors' monitoring findings/recommendations reports and follow up implementation status with all concerned DFAP staffs and compile the management response in consultation with HO Compliance office so to close the findings on timely manner.
Produce field visit reports and submit to the Country office with a copy to field staff
Produce field visit reports and submit to the regional office and HO office on a regular manner
Must be a committed Christian, able to stand above denominational diversities.
Perform other duties as required.
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Qualification required: BA/BSc Degree in Accounting, management, Agric. Econ. Developments Studies and other similar field of studies
Experience: 5 years
Preferred: MA in the same field of studies
Other: Exposure to food aid programs in the country, knowledge of lotus, Excel, MS Word and MS Access, PowerPoint
Experience of food aid monitoring
Experience of working on PSNP and emergency response programs
