Objective: The Natural Resource Management (NRM), Early Warning (EW), and Disaster Risk Reduction (DRR) Specialist is responsible for the overall provision of technical support with regard to sustainable community based rangeland NRM, EW and DRR interventions under the Program Resilient Livelihoods in Borena project (RESET II). S/he will also be in charge of coordinating participatory mapping of indigenous NRM, DRR and EW institutions and pastoral rangeland management zones. The incumbent will also be responsible for providing relevant technical assistance to RESET partners (Accion Contra la Faim (ACF) and OSHO, a local NGO) as well as NRM, EW and DRR officers of government line offices, CARE staff, and its partner organizations working in the program intervention area. The incumbent is also responsible to extract, document and share good practices within the organization, stakeholders and its partners. Furthermore, the position holder will assist in refining the program design and implementation of all components of the project related to NRM, EW and DRR in the target communities. S/he will work closely with other specialists and program staff to ensure program quality and impact in line with the goals and objectives of the program.
RESPONSIBILITIES AND TASKS
Provide Technical Assistance/ Program planning and implementation
· Lead in the design and implementation of NRM, EW and DRR initiatives under the RESET II Program;
· Lead in the development of a detailed implementation plan (DIP) for the NRM, DRR and EW activities;
· Reduce the vulnerability of households/communities to external shocks through increased NRM, EW and DRR capacities;
§ Ensure measureable impact of NRM, DRR and EW-related activities and a robust M&E system is in place;
§ Coordinate and support the development of implementation strategies, methods and guidelines for sustainable NRM, DRR and EW that have measureable impact;
§ Monitor progress and provide ongoing feedback and recommendations to the project management;
Capacity Building and Technical Support
§ Establishes staff and key partner induction and ongoing training processes on NRM, DRR and EW program quality;
§ Conduct capacity assessment and based on the results, prepare plans and advise consortium on key learning competency and skill requirements in staff and partners pertinent to NRM, EW and DRR;
§ Leads the development and facilitation of trainings for partner and staff development on NRM, DRR and EW specific initiatives;
Partnership and Networking
§ Ensure CARE’s input into NRM, DRR and EW programming with government counterparts in the target woredas/kebeles/communities;
§ Represent CARE Ethiopia at all key government and inter-agency NRM, EW and DRR-related forums as appropriate;
§ Establish and maintain productive relationships with partner organizations working with CARE on the EU RESET program;
Learning, Documentation and Sharing
§ Identify/extract good practices and learning related to NRM, DRR and EW for further program quality improvement;
§ Record and document lessons from program processes and achievements;

Leadership and Representation
§ Contribute to transparent and participatory management and decision making;
§ Coach the field level staff to build their technical and function capacity NRM, DRR and EW;
§ Actively participate and support programmatic coordination and synergy;
A) EDUCATION/TRAINING
BSc degree in Natural Resource Management, Rangeland Management, Dryland Agriculture, Disaster Risk Reduction/Early Warning, or other related fields
B) EXPERIENCE -
Minimum of 5 years of work experience in the area of Natural Resource Management/DRR/EW

The salary for this position is negotiable based on candidate’s current pay history and the duty
station is at CARE Ethiopia Borena Field Office. The deadline for applications is 10 days from the
