WASH Construction Specialist

Objective: The purpose of the WASH Construction Specialist is to provide technical guidance and oversight for WASH construction activities under RESET II. The position is to design, prepare bill of quantities, tender documents and schedule of implementation, facilitate and supervise site WASH construction works as per the standard design, specification and guidelines of the project program. S/he ensures the full participation of communities and counterparts in WASH project activities and compliance with design specifications and standards. S/he supports implementation of CARE Ethiopia’s WASH infrastructure strategy and provide technical backstopping to government staff in all activities related to water and sanitation infrastructure, watershed management, water harvesting technology and multiple use of water (MUS), Integrated Water Resources Development (IWRM), including environmental impact assessments and mitigation measures. She/he guides the design of WASH structures and systems, monitors their installation and provides guidance on the development of maintenance plans. She/he uses the life cycle costs approach to ensure the suitability of WASH schemes. She/he will also develop and strengthen partnerships among sector stakeholders, government counterparts and NGOs involved in water related activities in order to foster mutual learning and identify innovations that would increase the efficiency and effectiveness of water-related interventions.
RESPONSIBILITIES AND TASKS:
Planning, Implementation, Design and Development for WASH
§ Lead/undertake technical design, bill of quantity and scheme cost estimation for different technologies such as different water supply scheme, small/micro irrigation systems, integrated watershed development plan etc.;
§ Prepares and regularly reviews detail designs, drawings, and materials specifications (bill of quantities) for water and sanitation activities;
§ Supports government staff and community representatives in selection of appropriate local construction material and construction sites;
Supervision, Capacity Building and Technical Support
§ Conducts regular field supervision at project sites together with zone and woreda water staff;
§ Provides technical support to local partners, and zone and woreda government staffs in areas of water development, integrated water use, watershed management and engineering;
§ Build the capacity of partners to implement the lifecycle cost approach to ensure scheme sustainability.
§ Organizes formal training to the partner based on needs detected during field visits;
Networking and Representation
§ Networks with other NGOs working in water-related activities to explore partnership development programs;
§ Represents CARE on WASH-related meetings and forums at woreda and zone level.
Learning and reporting
§ Promotes and supports innovative/alternative water related service delivery mechanisms at the local level;
§ Learn from the successes of other organization, and apply to CARE implementation areas as appropriate;
§ Keeps up to date with developments in the WASH sector, including best practice examples in-country and internationally, and ensures ongoing personal development and learning;
§ Ensures the communication and dissemination of success stories and lessons learned within the organization, with partners and other stakeholders.
QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
BSc. in Hydraulics/Water Resource/Water Supply Engineering, Civil Engineering, Agricultural Engineering or equivalent combination of education and work experience.
B) EXPERIENCE
A minimum of five years of experience working in water resource management projects and infrastructure development supervision works.

The salary for this position is negotiable based on candidate’s current pay history and the duty
