Senior Advisor Off-Farm Livelihood and Youth Employment

CARE Ethiopia’s mission is to work with poor women and men, boys and girls, communities and institutions, to have a significant impact on the underlying causes of poverty in Ethiopia.
Objective: The Senior Advisor: Off-farm Livelihoods and Youth Employment leads the development and implementation of appropriate livelihoods strategies for off-farm income generation and employment within the Livelihoods for Resilience Activity. S/he develops sound technical approaches and works with relevant institutions to ensure that PSNP clients—women, men and youth—make informed and forward-looking livelihoods decisions. The Senior Advisor conducts feasibility analyses of off-farm livelihood and employment activities in targeted woredas based on market demand for off-farm goods and services and labor market demand, and engages with the private sector and other stakeholders to identify employment opportunities and link PSNP clients (particularly youth) to them.
Responsibilities and Tasks
Strategy development, implementation, and capacity building for the off-farm and employment pathways
§ Supports the creation and support to Village Economic and Social Associations (VESAs), including village savings and loans activities, training in cross-cutting issues, and conversion to cooperatives
§ Works with the VESA Officer and the Micro-franchise Officer as well as the cross-cutting senior advisors (particularly for gender and climate change adaptation) to design capacity building interventions and training methodologies for the off-farm and employment pathways, and oversees their implementation to ensure that:
o VESA members selecting the off-farm pathway receive technical training on off-farm livelihoods and are linked to one-stop service centers, sources of inputs and technology, and markets for products and services
o VESA members selecting the employment pathway are trained on life skills, negotiation skills, and/or job skills
o Activities in the off-farm and employment pathways are linked with other cross cutting programming approaches such as empowerment, nutrition, climate change, gender and diversity, value chains, etc.
§ Provides or facilitates capacity building and training of CARE and partners for livelihoods interventions.
§ Strengthens the capacity of the Rural Job Opportunity Creation Agency at the federal level and the Micro and Small Enterprise [MSE] Agency at lower levels, providing training to support the provision of tailored services for off farm activities
Learning, Documentation and Networking
§ Collects, documents and shares lessons learned and results of the implementation of the off-farm and employment pathways through contributions to Livelihoods for Resilience collaboration, learning and adaptation (CLA) tools
§ Assists in preparing quality reports as required by donors and counterparts, by contributing progress reports, lessons learned, and case studies for the off-farm and employment pathways
Monitoring and Evaluation
§ Assists the Livelihoods for Resilience Learning, Design and Measurement (LDM) Advisor in the design and implementation of field assessment tools to ensure sound data quality and adequate participation/representation and incorporation of communities’ priorities
§ Contributes to the development/improvement of participatory monitoring and evaluation as well as documentation and sharing of lessons with others, particularly as related to the off-far and employment pathways
§ Works with the CARE and partners’ Monitoring and Evaluation staff to establish and ensure a functional M&E system that assesses the impact of interventions in the off-farm and employment pathways
§ Participates in Livelihoods for Resilience evaluation and assessments, as needed
Gender Equity and Diversity
§ Designs, promotes, and or implements training curricula and capacity building activities that take into account the needs of women in terms of training topics, methodologies, timing, location, and other aspects, as well as child care
§ Ensures that gender considerations—and particularly women’s access to information, services, finance, and markets, as well as other aspects of women’s empowerment—are incorporated into all off-farm and employment pathway assessments and activities
A) EDUCATION
Required:
§ B.A. in Business Administration, Economics, Marketing or other relevant field.
B) EXPERIENCE:
Required:
§ 4 years of work experience with sustainable livelihoods and other people-centered approaches including needs assessments, baseline surveys, field program implementation and business development
§ Experience building capacity of community groups, local organizations, or others
§ Experience in project progress monitoring and evaluation
Required:
§ Highly developed computer skills (Word processing, web applications)
§ Excellent written and verbal communication in English
§ Knowledge of business and marketing practices and operations
§ Firm commitment to teamwork, gender equality, participatory approaches, and sustainable development
