Main Purpose:
Provide legal support to the mission by assisting the Head of Mission /resource manager in day to day the legal matters in coordination and projects, ensure a smooth relation with local and national authorities and relevant actors, contributing to the context analysis and follow-up and providing advice and input in the day to day coordination in order to facilitate the implementation of the mission and the projects
Duties & Responsibilities
Legal
· Focal person for all legal cases for Ethiopia mission.
· Represent MSF to all legal institute whenever necessary
· Provide information on enquiry about different types of laws/proclamation (labor, tax, contract etc)
· Follow up all the court cases on behalf of MSF Holland
· Provide weekly update report to functional managers on all legal cases
· Act as a contract manager for the mission for all type of contracts (Housing, construction, renting etc)
· Standardized all contract template according to the local law
· Work on an R/D project to create contract management software for Ethiopia mission.
· Responsible for create, update and maintain Mission Contract Policy considering MSF internal regulation and local law.
· Provide legal support as necessary for HCA
General
· Provides support, guidance and advice in the day-to-day coordination of MSF-H programmes in-country, in accordance with MSF-H Country Policy and in line with MSF quality standards and in accordance to the country law and context.
Context overview and analysis
· Update general information on the context for MSF internal documents, and advise on cultural appropriateness of organizational activities and individual behaviors.
· Ensures information gathering, analysis and interpretation on the National and Regional legislation and regulations on humanitarian issues and activities of INGOs to improve operational co-ordination
· Prepare and conduct a briefing focusing on history of MSF interventions, on Ethiopian history, culture context and security situation in the project areas of the MSF-H interventions, on MSF Charter and identity and all other relevant topics for employees and visitors.
Procedural Tasks and reporting
· Coordinates and participates actively in the organization and redaction of the following procedures in order to ensure they are finalized timely and in line with the requirements of the concerned GoE bodies:
· Ensure the follow-up of other relevant administrative dossiers.
External Relations and Meetings
· At the request of the HoM/RM, represents MSF in meetings (NGO, official bodies, Tax offices, administration…).
Administrative
· Assists in translations, formulations of letters, interpretation… if needed.
· Sets up accurate filing systems and ensures that they are being maintained
· Provides contextual overview report for monthly country sitrep
Exploratory missions, assessments, emergencies.
· Coordinates the local procedures for exploratory missions and emergency interventions especially in regard to Governmental structures and guidelines.
· Assists the emergency team in preparation and signing off project proposals and agreements and assists them with reporting.
· Maintains regular contact with Regional and Zonal counterparts to gather information on crisis indicators and establishes contact for emergency intervention access.
· Initiates exploratory missions in correspondence with the context analyses and in accordance with the MSF-H mandate as instructed by the HOM.
· Supports HRM in recruiting staff for the explo and intervention team;
· Is a part of the explo team when requested;
Requirements
Education
· Bachelor Degree in Law , Masters level education is preferable
Experience
· Minimum 2 years of experience as a lawyer representing humanitarian aid organization
· Essential, good understanding of the functioning of the different Government bodies including court systems
Languages
· Mission language essential, local language essential
Knowledge
· Essential Computer Literacy (word, excel, power point)
Competences
· Excellent communication skills, both written and spoken
· Excellent negotiation skills and extensive negotiation experience
· High level of knowledge and sensitivity to culture and customs
· Capability to work independently
