Country Context
A new Oxfam Country Strategy (OCS) was finalized in 2015 and a Country Operating Model (COM) in 2016. A transition process has been completed to amalgamate all existing Oxfam operations in country under one roof. A new operating model has been introduced for Vision 2020 and will be rolled out and embedded in Ethiopia over the next 3 years. A key component of this is the establishment of an Executing Affiliate (EA) to operationalize the Oxfam programme in Ethiopia, under the oversight of the Oxfam International Country Director (OI CD). As the legally registered entity in the country, it employs in-country staff, is the asset holder, primary contract signatory with in-country donors and suppliers, manages finances and provides back office support and IT systems, and represents the Oxfam Confederation in country. Complementing the work of the Executing Affiliate are Partner Affiliates that provide funding (restricted and unrestricted), thematic expertise and influencing capacity.
Team Purpose
The Programme Team will ensure that the programmes make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Strategy. As part of the Programmes Team, the whole team on the sector of Livelihoods and Resilience will ensure that the Goal 1 of the OCS is achieved with the quality and timely. This team will work very close with the Humanitarian team to ensure the link between the long term and emergency situations.
Job Purpose
The Resilience Programme Coordinator role will have as a main purpose to lead the planning, coordination, follow up and implementation of the country strategy focus on the resilience pillar and aligning in concrete action with the humanitarian, livelihood, gender and influencing strategies; respecting the Oxfam quality standards and building positive relationships with partners and other stakeholders, facilitating the management of knowledge and assuring the financial sustainability and quality of the projects and programme.
