The incumbent of this position represents Save the Children values and principles in interactions with staff and external audiences. The selected employee will be responsible for providing technical and managerial support to the staffs for the implementation of emergency nutrition project focusing on Community Management of Acute Malnutrition approach. H/she will be responsible to ensure quality program implementation as per national and international standards and in line with the planned budget; provide trainings to staff and partners; monitor program effectiveness and support surveys and assessments.
SPECIFIC DUTIES AND RESPONSIBILITIES
Programme oversight and management:
Ensuring effective start up, management, implementation, monitoring, reporting and evaluation of emergency nutrition and WASH project
Ensure the quality of services and ensure integration with other health /nutrition /WASH activities in the project sites.
Providing support and guidance to the Nutrition team and implementing partners; Assess training needs, plan & provides training/guidance for staff in setting up new OTP and SC sites and mobile health services.
Facilitate trainings for health professionals in Management of Community based Acute Malnutrition, IYCF and WASH
Ensure programs are implemented in ways that are responsive to the communities and children, in line with Save the Children principles, values and strategic plan and Save the Children compliance procedures. This includes working with government and national NGO-partners to strengthen national capacity
Ensure the proper utilization and use of monitoring and evaluation systems put in place
Regularly follow-up and monitor the project activities to ensure proper and efficient implementation
Identify critical issues that may hamper quality project implementation and take the necessary actions /communicate with supervisors as necessary
Compile challenges and lessons learned from the implementation of emergency nutrition /CMAM program to inform new project designs and other decision making processes.
Conducts regular field visits and review meetings with government officials to monitor the implementation of nutrition related programs
Document the necessary findings and make follow-up based on recommendations of field visits and review meetings
In collaboration with Emergency nutrition team, ensure the timely preparation and implementation of phase-out strategy
Participates in the development of the work plan, ensures the achievement of specific assigned objectives. Provides guidance and support to staff in meeting project objectives.
Participating in and/or leading health, nutrition, and/or multi-sectoral assessments as required;
Provide technical support in terms of documentation and record keeping, writing reports, and guidance of how to monitor WASH activities
Produce months, mid- term and final reports.
Provides support for implementation, monitoring/evaluation of WASH activities & promotion of household with water treatment and safe storage.
Provides support in construction of roof water catchment at selected health facilities
Support project coordinators and officers to work with woreda line bureau in identifying health facilities that require roof water catchment installation and act accordingly.
Assists in strengthening of WASH program convergence with emergency health & nutrition assisted program components in intervention woredas.
Support CMAM team and advice on WASH activities for proper management.
Shall also ensure adherence to minimum standards of technical quality in all Promotion related activities and interventions
Carry out field visits on a regular basis to field based on documented work plans to review the quality of construction activities.
Write field visit reports to provide feedback and any corrective measures to be taken;
Work with Project coordinators to support the development of creative and holistic approaches to WASH programming integrated with CMAM project.
Support the implementation of hygiene and sanitation promotion activities in target woredas
Upholds the image and values of SC at all times
The position holder is responsible for the financial, logistical, and administrative coordination at programme level. S/he will work closely with the Award/admin/finance/logistic coordinator at the field/Jigjiga HUB/CO level
Serve as sub budget holder of the emergency nutrition project grant
Support the preparation and monitoring of the project operation plans (POP),
Ensuring that budget is used as per the plan; closely follow and monitor field level spending, review monthly field BVAs to ensure that all spending is properly captured in the system
Support in periodic project budget revisions as required
Staff Management, Mentorship, and Development:
Support in recruitment and orientation of project field staff as needed
Manage the project field staff, ensuring that they understand their tasks and expectations and are able to perform their tasks
Identify knowledge and skill gaps in staff and organize trainings /mentor as necessary
Bachelor or Post-graduate degree in public health.
Minimum 5 years field experience in emergency nutrition /humanitarian work, including significant experience in maternal and child health, nutrition and WASH
Excellent leadership, coordination and management experience
Knowledge of latest health related technical guidelines and standards in emergency nutrition and health
Experience in CMAM
Experience in WASH
Experience in quality assurance in a clinical setting desirable
Demonstrated ability for leadership and independent decision making
Strong interpersonal skills, well developed cultural awareness and ability to work with people from diverse background
