The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The IRC has been working in Ethiopia for over 15 years implementing direct programming in the areas of WASH, education, livelihoods, reproductive health, gender-based violence, and child and youth protection and development. Today, we provide services to approximately 405,200 refugees in 20 camps and more than one million vulnerable Ethiopians in seven regions.
Position Summary:
The International Rescue Committee (IRC) is seeking a Project Director for the three-year, $37million project funded by USAID’s Office of U.S. Foreign Disaster Assistance (OFDA) and Office of Food for Peace (FFP). This project targets emergency nutrition and water, sanitation and hygiene (WASH) activities countrywide to support populations affected by rapid onset shocks or localized emergencies that arise over the course of the awards. It is anticipated that the broad objectives of this APS will be to:
● Monitor the changing humanitarian situation and emerging issues in Ethiopia and support rapid emergency response interventions to address prioritized, targeted needs in Nutrition and WASH.
● Support the emergency nutrition needs of vulnerable populations through programs to prevent and treat acute malnutrition and ensure a reliable continuum of care for acute malnutrition.
● Alleviate suffering and reduce water borne and diarrhea disease through emergency WASH programming by addressing situations where there is significantly increased WASH vulnerability beyond existing conditions through emergency WASH and WASH/Nutrition interventions.
The Project Director will lead a consortium of NGOs and other partners in managing and implementing all aspects of the project, providing overall technical, administrative, operational, and logistical management, with a focus on achieving the project’s objectives/results. She/he will be the primary liaison for the project with USAID, relevant Government of Ethiopia Ministries, other donors and institutions, implementing partners, technical agencies and other stakeholders. The Project Director will ensure implementation is in accordance with IRC and USAID regulations, liaising regularly with USAID agreement officers, technical support staff, sub-grantees, and implementer of other USAID-funded initiatives as required.
This position will report to the IRC Country Director and is contingent on the IRC being awarded funding. It is anticipated to begin in September 2017.
Required Skills:
· Skills in the area of results-based management and the use of M&E frameworks as a primary management tool.
