Program Overview
TRANSFORM/Primary Health Care (PHC) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHC will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHCU will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs.
Position Purpose
The Cluster Coordinator leads the Cluster Team and is in charge of implementing the support activities of the Project in his/her assigned zones and woredas. He/she provides support to the zonal health department(s) in strengthening the implementation of family planning, maternal, newborn and child health programs in the different woredas. He/she will work extensively with the zonal health department, woreda health offices, and with project partners. He/she will be required to travel extensively in assigned woredas.
Key Responsibilities
Develops annual implementation plans in collaboration with counterparts and partners at zonal level.
Organizes, coordinate and facilitate training and follow up for staff of zonal health departments, woreda health offices or health centers.
Collaborates and coordinate closely with field officers from non-governmental organizations who receive grants from the Project.
Provides technical support to and contribute to annual woreda based planning.
Provides support to the organization and facilitation of review meetings at zonal or woreda level.
Supports zonal health departments and woreda health offices in the use of HMIS for review and reporting on performance.
Assists zonal health departments and woreda health offices in conducting supportive supervision.
Conducts follow up activities to woredas, health facilities, and communities where required for program monitoring.
Collaborates very closely with other partners who provide support to the zones or the woredas.
Supervises the Cluster Team Field Officer
Supervises drivers assigned to the Cluster Team
Reports on a monthly basis and participate in activities of the regional team.
Undertakes other tasks assigned by his /her supervisor.
Job Requirement
B.Sc. Degree in Nursing or Public Health.
Minimum 5 years relevant experience in family health (family planning, maternal, neonatal and child health) and in overall management of primary health care.
Must have strong writing and communication skills both in Amharic and English. Knowledge of local languages of the operating region is required.
Skills and experience in computer applications and utilization is mandatory.
Must be able to work with minimum supervision and have strong interpersonal skills and skills to promote teamwork.
Must demonstrate strong interest and commitment to family planning and maternal and child health services and the eradication of harmful traditional practices.
Must have demonstrable personal integrity and honesty and must have pleasant personality.
Must be willing to travel frequently to project activity Woredas and Kebeles as per need.
