Position Purpose
Under the guidance and close supervision of the Regional Manager of the TRANSFORM/PHC program, the Regional MEL Officer is responsible for all activities of the Monitoring, Evaluation and Learning. S/he is responsible for implementing methodologies and scopes of work for project monitoring & evaluations in collaboration with all project staff.
Key Responsibilities
Coordinate/ carry out the Monitoring, Evaluation and Learning (MEL) activities at regional level, including knowledge management and research activities
Assist in the design and implementation of result based M&E and learning system for TNANSFORM/PHC program through participatory process.
Assist in the Identification of key performance indicators with operational definitions, and develop standard data collection formats and guidelines, and provide orientation to program staffs
Assist in developing annual activity plan, and prepare Performance Monitoring Plan (PMP) that conform to the donor, TRANSFORM/PHC management and partners, and monitor progress towards meeting targets
Collect activity reports from regional and cluster offices, and prepare quarterly and annual activity reports, and make sure its timely submitted to county office and relevant regional partners stakeholders
Provide technical support to regional and cluster level program staffs in executing their roles and responsibilities
Follow up and check on comprehensiveness and timeliness of quarterly report submission by regional level sub-grants
Assist in the coordination of program staff on designing, implementing, analysis and dissemination of project and program evaluation reports
Conduct program level data quality assessments (DQA). Perform consistency and validation analysis of programmatic reports and facilitates improvement of record-keeping and programmatic data reporting
Involve in the training of TNANSFORM/PHCU program staff in M & E work
Supports record-keeping, data collection, and data analysis in the field
Carry out supervisory field visits to spot-check data collection activity and provide necessary onsite technical supports
Assist country office M&E team members in executing their activities
Actively participate in M&E technical working groups under RHB, and provide need based technical assistance to RHB.
Carries out all other duties as required by the regional program manager
Job Requirement
Basic Requirements
MSc/BSc/MA/BA/MPH in Demography, Statistics, Social Science, Public Health and related fields
Five years of relevant work experience
Technical knowledge, skill and experience in research, monitoring and evaluation in the areas of Reproductive Health/Family Planning (RH/FP) and Maternal, Newborn and Child Health
Ample experience in data analysis, report writing and dissemination
Work effectively both as a team member and independently
Energetic and outgoing with diplomacy
Effective communicator in English
Ability to work well under pressure and meet deadlines
Experience in working with the health sector
Knowledge of HSTP and related transformation agendas
Computer literate. Knowledge of statistical software such as SPSS and Word, Spreadsheets and Data base management software will have an advantage.
Preferred Qualifications
Experience in preparing Performance Monitoring Plan (PMP)
Experience in using statistical software: SPSS/ STATA or related
