Program Overview
TRANSFORM/Primary Health Care (PHC) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHC will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHC will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs.
Position Purpose
The Obstetric Fistula (OF) Advisor works closely with the FMOH, Hamlin Fistula Ethiopia (HFE), and other key stakeholders to provide strategic vision and technical leadership in ensuring Obstetric Fistula (OF) prevention, treatment, and rehabilitation activities are fully integrated into TRANSFORM/PHC activities. S/he is principally responsible for the development of OF strategy, tools and materials for the TRANSORM/PHC program. S/He provides technical assistance to the Regional Offices and to partners and coordinates OF activities overall. S/He represents TRNSFORM/PHC Program in all OF related materials and tools development and harmonization activities. The advisor will play a pivotal role in the accelerated elimination campaign, by ensuring coordinated movement between key players and coherence of their respective efforts (TRANSORM/PHC’s community mobilization, case identification, referrals and re-integration support; FMOH’s policies; HFE’s treatment services and rehabilitation/reintegration support provided by other stakeholders).
Key Responsibilities
Serve as Point of Contact to function on the ground as a key counterpart to Hamlin Fistula Ethiopia to coordinate between efforts around case identification and referral and those focused on fistula repairs, including focus on the accelerated elimination campaign.
Work closely with the FMOH to engender a culture of national ownership surrounding fistula prevention and treatment and to support it develop and lead the implementation of a ‘Plan of Action to Eliminate Fistula by 2020’.
Play an active role in the National Fistula Elimination Task Force, participating in Technical Working groups as appropriate, to provide strategic and technical support for implementation of the Plan of Action.
Engage GOE technical offices in support of the elimination campaign and develop framework with GOE to address morbidity issues related to fistula and female urinary incontinence.
Develops annual plans and budgets for the OF portfolio of the program
Coordinates overall efforts in OF programs throughout the project areas of the TRANSFORM/PHC Program as a whole in collaboration with Regional Program Managers and Regional Program Officers
Implements the strategic approach of the TRANSFORM/PHC Program with respect to OF and specially in coordinating case identification, referral, treatment and reintegration
Reviews quarterly and annual program reports of, giving corrective feedback to the regional programs offices and assisting the M&E unit in compiling quarterly and annual reports for the organization
Travels to regional locations to provide strategic support and technical assistance in specific technical areas related to implementation and capacity building.
Provides technical assistance in program development needs of Regional Offices and in planning and budgeting of their annual activities with respect to the thematic area and in standardizing OF trainings and training materials
Assists in developing collaborative linkages, developing concept papers and proposals related to the OF program
Prepares quarterly and other program reports related to OF activities and submits a consolidated report to the Technical Director for FP/RH and Gender on a timely basis
Publishes technical reviews and develops manuals and guidelines for project related activities as needed
Carries out potential research and gathering important and new developments and best practices in OF activities and continuing to improve program performance and sharing innovative methods with partner organizations
Carries out all other duties as required by management
Job Requirement
Basic Requirements
MPH or Master’s degree in Social Work/Development studies, Sociology and/or Public Health or related fields.
Minimum of ten years of experience in providing SRH, MNH, or OF related services and other such activities.
Must have strong writing and communication skills both in Amharic and English. Knowledge of other local languages will be an added advantage.
Must demonstrate mastery of computer skills in word processing, Excel for spread sheet work, strong data management skills and excellent presentation skills.
Experience and knowledge of the Ethiopian Public Health System.
Ability to work with minimum supervision, strong interpersonal skills, skills to promote teamwork and effort, and excellent mentoring skills are essential.
Must demonstrate strong interest and commitment to family planning and reproductive health services, gender and the eradication of harmful traditional practices
Must have demonstrable personal integrity and honesty and must have pleasant personality.
Must be willing to travel frequently to project activity regions and woredas as per need
