JOB SUMMARY: As a member of the Ethiopia Senior Management Team reporting to the Country Director, the Programme Director will line manage the programme technical teams in health, WASH, nutrition, livelihoods and gender-based violence, as well as the MEAL team, Communications and New Programme Development. The Programme Director will be the technical professional programme leader for the country mission. The Programme Director will conduct frequent visits to the field program sites and line manage the programmes and programme staff to ensure effective and high quality programme implementation.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Strategic planning and programme management:
· Ensure the management and implementation of high quality programs, ensuring all programs achieve program objectives and are responsive to the communities, as well as in line with IMC principles, values and strategic plans and following donors and IMC compliance procedures
· Promote an environment of continuous learning, where staff are encouraged and supported to grow and develop and are willing to be held accountable for their commitments.
· Promote the culture of high performance in the organization through monitoring program and operations and taking corrective action.
Line manage the team and functions of monitoring, evaluation and learning and ensure that IMC’s programmes in Ethiopia feed into and are enriched by global best practice
Provide policy guidance, training and ongoing guidance to all program staff
· Keep abreast with and contribute to IMC international global initiatives and global trends
· Understand the operational and programmatic environment inside Ethiopia and its implications upon IMC programming and operations
· Ensure all activities are conducted in a timely, cost and quality effective manner
· Ensure the preparation of high-quality monthly, quarterly and other reports according to donor requirements and internal procedures
· Provide technical leadership and guidance to programs
· Prepare work plan and budget that identify key objectives, responsible staff, deliverables and potential roadblocks
2. Compliance
· Oversee program quality and delivery, ensuring compliance with IMC internal policies and procedures, donor regulations and local laws
· Monitor, evaluate and report on all program activities to Country Director
3. Program Development
· Identify new projects and make recommendations to the Country Director
· Lead the team in writing and reviewing proposal applications
· Stay aware of the major changes and strategies of the key donors working in Ethiopia. Actively engage with the donor community.
· Pursue new sources of donor funding and maintain adequate donor funding levels to sustain identified program and support activities
4. Human Resources & Security
· Oversee the recruitment and selection of qualified program field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors
· Collaborate with security team/CD to maintain security of staff in the field locations
· Maintain open lines of communications with all field staff
5. Working Relationships
· Maintain frequent communication with Country Director and other staff to ensure program activities and objectives are well communicated
· Work with Technical, Finance, Security, Logistics and other staff to ensure the effective coordination of programs
· Represent the organization at task force meetings, assessment missions, field coordination meetings, UN coordination meetings, INGO coordination meetings and similar fora
· Interface with national government and relevant agencies to ensure mutual understanding of programs and maximize resource distribution and allocation of available funds
7. Representation and communication
· Serve as a liaison with donors on matters related to the program to ensure financial and programmatic accountability to donors
· Participate in donor meetings and communicate relevant information to CD and staff
· Work with key donor staff to develop and maintain optimum financial and programmatic relationship
· Ensure maximum visibility of IMC amongst the NGO, donor and partner community
Manage the Communications function and ensure that donor compliance requirements for visibility are followed, and that IMC visibility and advocacy profiles and agendas with the public, media, partners and donors are enhanced
· Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values and stand-point with regard to internal and external actors
8. Prevention of Sexual Exploitation and Abuse
· Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.
Master’s level degree in health or a related professional field relevant to the technical sectors of the country programme. Advanced degree in public health preferred, will consider candidates with equivalent field experience
· 5+ years of senior level leadership and project management experience (management, planning, staff development and training skills) in emergency / development programs, mainly in the health and related fields
· Comprehensive knowledge and working experience with USAID, UN, EU, DfID and other donors;
· Substantial financial management experience including preparing and managing budgets, contracts and negotiations
· Experience in developing and managing procurement and logistical and compliance procedures and policies
· Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods)
· Strong writing, presentation and program development skills;
· Fundraising and representational experience
· Proven capabilities in adaptive and collaborative leadership required
· Strong negotiation, interpersonal and organization skills
