The Protestant Agency for Diakonia and Development (PADD) is an international development agency owned by the Protestant Churches in Germany and registered in Ethiopia as international NGO with the Federal Republic of Ethiopia Charities and Societies Agency, registration number 1295. PADD works with a great variety of faith based and secular civil society partners around the world. The Horn of Africa Regional Office (RO) works with partners in Ethiopia, Somalia, South Sudan and Sudan. The main goal of the engagement of the Protestant Agency for Diakonia and Development in Ethiopia is to contribute to the improvement of food security/livelihood. In addition, support is given to local partners intervening in the areas of awareness raising and non-formal education/skill building and health.
Ethiopian Evangelical Church Mekane Yesus - Development and Social Services Commission (EECMY-DASSC) is one of PADD implementing partners which was reregistered as Ethiopian resident charity organization in 2009 in line with the new legislation of the Ethiopian federal government, enacted for charities and civil society by the Federal Republic of Ethiopian Charities and Societies Agency. EECMY-DASSC is currently implementing a project titled “Disaster Risk Reduction (DRR) Dereba Lighthouse Project Phase III”.
The purpose of the local consultancy service is to company the international consultancy, preliminary training need assessment with main focus (on gender sensitive planning and participatory business planning), enhance documentation, communication and knowledge sharing of the project within EECMY-DASSC and among relevant stakeholders. The project has many experiences and knowledge with regard to local interventions to address climate induced disaster risk reduction. However, this knowledge and experience are not systematically documented and managed to share with in EECMY-DASSC, communities out of the target area, like-minded organizations and other stakeholders in Ethiopia. This is also intended to facilitate scale-ups and replicate best practices to other projects in Ethiopia using well spread structure of the Commission. In addition, the local consultancy service will bring good practices and knowledge related to climate change adaptation and DRR to the Commission (including the project) that enhancing organizational learning.
Under this general framework, the specific focuses of the local consultant services are:
Accompany the international consultancy two times a year
Work closely with international consultant for effective implementation, documentation and knowledge sharing of the project intervention
Assess participatory business planning with focus on business opportunities fits to target community, conduct preliminary training need assessment , prepare training material and provide training on entrepreneurship and business plan
Produce training material (for the activities mentioned under the preceding number 2) and provide skill training on systematic documentation and knowledge sharing methods to the project and area coordination office staff.
Do preliminary training need assessment and identify skill gap to enhance effective implementation of the project for the project and area coordination office staff
Job Requirement
The consultant should have experience related to the climate change adaptation, mitigation and Disaster Risk Reduction (DRR). The consultant firm should consist of professional with relevant education background and work experiences in similar work.
In addition the professional should have the following skills/experience:
At least relevant MSc educational background related to the work
Experience of project planning, monitoring and evaluation preferably projects related to Climate Change and DRR
Particularly experience on Community Based DRR has added value
Experience on documentation and knowledge sharing
The consultant should have experience in the area of gender analysis and gender mainstreaming
Good facilitation skills and be familiar in the application of participatory methods
