ROLE PURPOSE:
YES (youth economic strengthening) service is an innovative approach of USAID’s building the potential of youth program, located at Kebele, Woreda level within six regions. Theory of Change of YES services: young individual ‘getting connected’ with YES Service; they will be ‘informed’ about numerous opportunities, that will excite them to get additional ‘skills and training’ required to ‘explore and experiment’ with those opportunities. That will ultimately yield the ‘empowerment’ of the individual.
The YES Specialist will spearhead the piloting of YES services from conceptual plan to a sustainable social enterprise.
Network building (within Woredas of POTENTIAL target areas):
Link with local authorities, businesses, etc to strengthen the YES services
Link youth to business development and financial service that support establishment or growth of self-employment related to identified economic opportunities and value chain
Organize and build youth to a network of young leaders
Advise in organization of operationalize local economic and social council group consisting of local leaders, employers, private sectors, service provider and youth to advocate for YES opportunities
Advise in the coordination on local youth programs and service to strengthening linkage between mutually supportive programs service through YES service and facilitators
Advise in organizing trade/job fair at woreda level in collaboration with stakeholders to link youth with market and employment opportunities
Advise on how to develop business service provider directories to be available for the YES service
Advise on how to conduct mapping to identify youth service provider
Mentoring and Coaching
Coach YES facilitators in how to operate the services in a relevant and market driven manner
Coach YES facilitator, Youth Facilitators, Woreda officer on how young people can find and opt for the most suitable career opportunity
Social Enterprise business development
Advise regional teams and local authorities in setting up YES service
Identify relevant business opportunities, design and spearhead appropriate business models for YES service
Advise, coach and support the business plan deployment of YES service
Analysis all deployed business models and produce recommendation for up-scaling
Advise, coach and support the up scaling of YES service
Advise, coach and support the establishment and operation of YES service network
Implementation and monitoring
Execute above activities within the budget lines of POTENTIAL
Monitor and report activities according to the POTENTIAL and program requirements
KEY AREAS OF ACCOUNTABILITY:
Oversight and Management of Program Technical Quality
Manage aspects of the program related to enhancing careers for youth and their households using YES service.
Lead the oversight, and monitoring of YES service towards youth employment and self-employment , ensuring that targets are met and program outcomes are achieved.
Coordinate with partners, sub-grantees, government agencies, international and local NGOs, schools, and community-based organizations on YES service activities as needed.
Participate in relevant coordination meeting to present program activities, ensure coordination with other projects, and assure highest quality of program implementation
Work closely with the Youth Education-, Private Sector- and Livelihood program specialists to design and test work/entrepreneurship related activities and learning objectives that assist young people to build their market relevant skills. Outcomes and approaches should draw on the findings of the market assessments and other existing resources.
Ensure strong alignment between assessment results, learning pathways and youth employment
Work closely with the program’s and SC’s technical team to ensure concepts and practical approaches to work and entrepreneurship are protective of children’s rights, including rights to participation, education and protection from hazardous work and exploitation.
Oversee the development of YES hubs and building the capacity of program implementation and partner staff;
Facilitate dialogues with development partners to formalize a partnership agreement for their contributions during the program implementation.
To perform other work related duties and responsibilities as may be assigned by Chief of Party or Deputy COP.
QUALIFICATIONS AND EXPERIENCE
The Ideal candidate should be ready to transform program activities designed under POTENTIAL, into a non-traditional social enterprise operation.
A very good understanding of youth, career and business development
Experience in establishing and maintaining partnerships with government, private sector and civil society
Experience in identifying and developing business opportunities (products, services)
Ability to analyse information, evaluate options and packages
Ability to carry out and analyse research (involving about 100 respondents)
Think and plan strategically, considering program objectives and cultural context
An in-depth understanding of rural, national and international developments
Excellent interpersonal, communication and presentation skills for coaching and mentoring of individuals and businesses
Work with a small team and often from remote locations
Fluency in written and spoken English
Ability and willingness to change work practices and hours
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
Desired:
Master’s degree in an area of business management, social- and rural development or equivalent
At least 5 years working experience in public, private and NGO sector
At least 3 years working experience in youth development and training
Good understanding of local government operations and business linkages
