Team purpose: The Programme Quality Team (PQT) will be accountable for ensuring that programme design, management, monitoring, review, evaluation and reporting processes meet Oxfam Minimum Standards for Programming and CAMSA guidelines. The team will include monitoring and evaluation and ensure compliance with all external and internal (to Oxfam) quality and contractual obligations of Oxfam in Ethiopia may have. PQT will occasionally constitute an Internal Audit Team to assess and rate country compliance with internal standards, systems and procedures
Job Purpose: The MEAL Officer is responsible for development and implementation of monitoring, evaluation, accountability and learning (MEAL) tools and systems for Oxfam projects and programmes. This includes conducting, managing and documenting key discrete MEAL milestones, events and processes, building partner MEAL capacity, MEAL internal and external reporting, and knowledge management between departments and partner affiliates to ensure Oxfam benefits from applied programme learning.BACKGROUND:
The Resilience building and creation of economic opportunities in Ethiopia (RESET II) is an EU funded initiative in 7 different zones of the country. Oxfam leads the Siti Cluster which is a consortium made of three INGOs (Oxfam, Save the Children, and Caritas Germany) and two national organizations (HSC and PWO). The project’s Overall Objective is to strengthen economic opportunities and the resilience of the most vulnerable communities in Siti Zone cluster (Shinille, Aysha, Meiso, Afdem and Erer Woredas) to human induced and natural disaster crises, through measures that will increase livelihoods and employment, and better access to basic services. The Specific Objective of the project is to improve sustainable access to essential basic services (water, health and nutrition), enhance livelihoods and reduce vulnerability to shocks among pastoralists, agro-pastoralists and pastoral dropouts in Siti zone. The project’s duration is 42 months and within that lifespan it intends to achieve four main results: R1 Increased access to water, sanitation and hygiene services among target communities; R 2 - Increased access to and utilization of quality health care and nutrition services; R 3 - Strengthened livelihoods of pastoralists, agro-pastoralists and pastoral drop-outs in the target communities through better livestock management, enhanced crop-production practices and improved access to off-farm income generating opportunities; R 4- Targeted populations have improved access to information and actions that reduces their vulnerability and enhance their well-being.
