Abt Associates seeks qualified candidates for the new, USAID-funded TRANSFORM/Primary Health Care (PHC) Project in Ethiopia. The project seeks to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD), which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHC will operate in the four most populous regions of Ethiopia – Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region. This will be accomplished through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHC will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the PHC that includes primary hospitals and PHC units. Abt Associates, which is part of a consortium led by Pathfinder International, provides technical support for health financing and governance under the project.

In addition to the position-specific requirements of each opening, experience with USAID projects is highly desirable, and applicants for positions outside of Addis Ababa must have a willingness and ability to reside and travel within the assigned region. Strong written and spoken English and Amharic is also required
Under the supervision of the Senior Health Finance and Governance Advisor, the Senior Regional Planning and Budgeting Specialist will lead and facilitate customization of PFM guides and training materials to the regional health sector context. Lead and facilitate regional level TOT on PFM to health sector personnel. Backstop and facilitate rollout of PFM training to project woredas. Participate in woreda-based planning and budgeting trainings/orientations. Guide and oversee woreda level planning and budgeting and PFM activities of Cluster Planning, Budgeting and PFM Specialists. Facilitate Cluster Planning, Budgeting and PFM Specialists’ mentoring to woreda health and finance offices.
Qualification Requirements:
Master’s degree in Economics or related field. 8+ years of relevant professional work experience in government public finance and planning. Demonstrated leadership and team work and ability to produce high quality work in a timely, cost effective manner. Strong project management, planning and budgeting skills. Demonstrated ability to work productively with minimum direction and supervision. Excellent organizational and interpersonal skills. Must have ability to be located in the assigned region.
