Abt Associates seeks qualified candidates for the new, USAID-funded TRANSFORM/Primary Health Care (PHC) Project in Ethiopia. The project seeks to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD), which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHC will operate in the four most populous regions of Ethiopia – Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region. This will be accomplished through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHC will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the PHC that includes primary hospitals and PHC units. Abt Associates, which is part of a consortium led by Pathfinder International, provides technical support for health financing and governance under the project.
Brief descriptions and qualification requirements for open positions are listed below. In addition to the position-specific requirements of each opening, experience with USAID projects is highly desirable, and applicants for positions outside of Addis Ababa must have a willingness and ability to reside and travel within the assigned region. Strong written and spoken English and Amharic is also required.
Under the supervision of the Senior Regional Planning and Budgeting Specialist for the assigned region, the Cluster PFM Specialists will be assigned to cluster offices as appropriate in consultation with Pathfinder and government counterparts. Office locations are TBD but likely to be in the following cities, by region: Oromia Region: Adama, Shashemene, Jimma, Nekemte; Amhara Region: Dessie, Gondar, Woldya; SNNP Region: Mizan Aman, Sodo; Tigray Region: Axum. Each Cluster PFM Specialist will cover multiple woredas within their cluster, and potentially relocate to a different cluster office within their region each 1-1½ years. Coordinate and backstop planning, budgeting and PFM at woreda and PHCU levels. Provide technical assistance during annual woreda assessments and woreda-based planning and budgeting and mentor health sector PFM staff in woreda finance and health offices. Participate in and facilitate woreda-based planning and budgeting training. Provide technical assistance on allocation and use of health center level retained revenue for priority services, including for essential commodities and supplies at satellite health posts.
Qualifications:
Master’s degree in Finance, Business Administration, or other related field. 10+ years of relevant professional work experience in government public finance and planning. Demonstrated leadership and team work and ability to produce high quality work in a timely, cost effective manner. Strong project management, planning and budgeting skills. Demonstrated ability to work productively with minimum direction and supervision. Excellent organizational and interpersonal skills. Proficiency in the regional working language is highly desirable.
