Abt Associates seeks qualified candidates for the new, USAID-funded TRANSFORM/Primary Health Care (PHC) Project in Ethiopia. The project seeks to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD), which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHC will operate in the four most populous regions of Ethiopia – Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region. This will be accomplished through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHC will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the PHC that includes primary hospitals and PHC units. Abt Associates, which is part of a consortium led by Pathfinder International, provides technical support for health financing and governance under the project.
Brief descriptions and qualification requirements for open positions are listed below. In addition to the position-specific requirements of each opening, experience with USAID projects is highly desirable, and applicants for positions outside of Addis Ababa must have a willingness and ability to reside and travel within the assigned region. Strong written and spoken English and Amharic is also required.
Under the supervision of Senior Health Finance and Governance Advisor, the Finance and Operations Manager will manage all aspects of financial administration, operations, and reporting for Abt’s sub-agreement on the project. Develop, manage, and monitor project budgets, accurate financial reports, and projection of funding needs, in coordination with senior project staff. Ensure project operations are compliant with all USAID and Abt policies and procedures. Support project startup, general operations, and closedown. Create and maintain financial reporting and tracking systems that provide basic data measurements on financial performance of project activities. Provide ongoing financial administration, including processing/managing procurements, consultant agreements, and vendor invoices. Manage timely submission of the monthly field expenses (ROV) to headquarters office. In concert with Abt’s home office team, serve as a point of contact with the client on finance and administrative issues, participating in discussions on contract issues and actions, and following up on client requests and concerns. Assist home office team with development and implementation of accounting and reporting systems for project expenditures, and provide guidance and training to project staff and partners on financial procedures.
Qualification Requirements:
Bachelor’s degree in Finance, Business Administration, or other relevant field. Master’s degree preferred. 10+ years of professional experience managing financial and contractual aspects of large international development projects, preferably USAID-funded. Experience and skills in developing and managing large budgets. Demonstrated supervisory skills and ability to work well on teams. Proficient in Quicken and MS Excel. Familiarity with US Government Cost Accounting Standards. Strong analytical and computer skills, with an emphasis on budget and financial analysis. Experience in logistics, procurement, and supply chain management highly desirable.
