RTI is recruiting for the USAID Ethiopia READ-TA education project, focused on curriculum revision and textbook development. We are looking for proven performance in a variety of areas, with knowledge and experience in implementing evidence-based approaches to instructional improvement. READ TA has 3-cross-cutting themes: gender, inclusive education and technology. The position will be a fulltime assignment until end of the project which is anticipated to end in September 2017.
Job Summary:
The HR Manager is responsible for transparent implementation of HR Strategies, effective delivery of HR services and management; interprets and applies HR policies; rules and regulations facilitate internal procedures and process solutions to a wide spectrum of complex HR issues. The HR Manager promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale. He/she is to support formulation of solid HR strategies and implement Project human resources initiatives to attract, develop, motivate and retain the most suitable talent throughout the project and facilitate successful performance in management.
S/he will ensure all READ TA Human Resource Systems support the achievement of READ TA goals in a manner that is constant with sound principles. S/he will be responsible for maximizing the strategic use of human resources and maintain functions such as recruitment, personnel policies, and regulatory compliance.
Overall Human Resources responsibilities include assuming responsibility for human resources and Public Relations Services and activities, recommending and administering effective personnel policies and procedures that abide by the legal requirements and the sound practice of the HR field; managing the development and implementation of human resource goals and objectives; providing guidance and support to managers regarding personnel policies and procedures, training, disciplinary action, and other sensitive personnel issues; plans, designs, develops staff compensation and benefits programs through arranging proper and competitive salary structures in collaboration with the Regional Office in Nairobi.
S/he works in a team with other Senior Managers on a day-to-day basis in relation to work habits, staffing issues and external relations. The position is responsible to contribute to issues resolution and human resources. The Human Resources Manager is expected to devote up to 10% of her/his time for field travel.
