Job Summary
ROLE PURPOSE:Under the overall coordination, close technical and managerial supervision of Chifra Field Office WASH Coordinator, the WASH Officer will ensure the effective and efficient implementation activities directly related with water, sanitation, and hygiene activities in the operation woredas. Assess and design water supply facilities to be constructed, prepare bill of quantities and specifications.

KEY AREAS OF ACCOUNTABILITY:
This post focuses on emergency/humanitarian programming, but will be expected to contribute to SCI’s dual mandate and support as needed in both emergencies and development settings.
Planning, implementation, monitoring, reporting and review of response activities as per the agreed document with donor and partners.
Carrying out needs assessments and identify possible technical solutions/locations
Produce all the necessary designs and bills of quantities, specification, necessary drawings for the WASH facilities and prepare follow up guidelines for the required equipment, goods, tools and materials.
Participate in WASH need evaluation and feasibility study
Ensure that all infrastructures constructed or rehabilitated meet the highest quality.
Responsible for making list of material and raise Purchase Request for construction works.
Direct supervision of work site for the construction of WASH infrastructures, including supervision of mason and daily labor from the community
Prepare ToR related to activities (Training, assessment, field site visits) and review the contract documents in consultation of immediate supervisor.
Provide technical training for the Water Management Committee for operation and maintenance of the WASH infrastructure, including establishing a list of tools and spare parts for the committee.
Ensure that all constructed, rehabilitated water and sanitation facilities has to be kept in soft and hard copies
Through field visits, provide technical advice and support to community facilitators and partners and ensure that the target beneficiaries reached, data collected, consolidated and reported on time and are well integrated in the project activities.
Provide daily/weekly report to immediate supervisor
Undertakes any other tasks assigned by supervisor
Minimum 4 years of total experience of which 2 years in WASH /WATSAN emergency interventions in NGOs or similar organization in pastoral areas.
Experience in WASH facilities construction in a complex and demanding workload
Substantial experience in coordinating, mobilizing community, planning, implementation, supervision, monitoring and reporting.
Demonstrated work experience in designing & implementing water supply, sanitation and hygiene promotion program and construction supervision of rural water supply and sanitation facilities for community, school and health centres.
Ability and willingness to travel and work in rural areas where the project is implemented, within approved security frameworks.
Strong interpersonal skills, communication, presentation and facilitation skills and an ability to train and mentor staff
Work experience in pastoral areas and knowledge of Afar language is advantageous
Work experience in international NGOs is an asset.
Excellent spoken and written English
Good computer skills (particularly Excel, Word and databases
