Overall responsibilities:
Under the general supervision of the Medical coordinator (or as delegated to Deputy Medical coordinator), the Assistant Medical Coordinator will work in medical data analysis and management in MSF operational areas and work in close collaboration with the medical staff members. With this JP, the assistant Medco will work in providing support to the medical team to ensure proper implementation of medical data systems (including the implementation of new HIS system), and accomplish other medical activities namely nutrition activities, sample handling, and engaged in EPREP activities.
MAIN RESPONSIBILITIES
A. Medical Data analysis and management
· Assures a sound implementation and follow up of new HIS system mission wide.
· Provides training and practical support to health workers responsible for medical data collection, entry and reporting to ensure proper implementation of medical data systems in all MSF projects in Ethiopia.
· Advises the MSF-OCA medical team on epidemiological matters that arise in the course of their work, and, when necessary, to design and implement epidemiological tools and data collection to meet new epidemiological needs.
· Assists in designing and implementing methods to determine prevalence and causes of diseases in accordance with program needs and advocacy objectives
· Provides assistance and feedbacks to the project medical team on the quality of medical data, prediction of outbreaks
· Supports and supervises projects in data collection, assists in data compilation, report writing and the dissemination of information to relevant actors.
· Provides support for all MSF-OCA project teams and their activities (incl. training, supervision, coaching, monitoring and evaluation of activities) and feedback on MMRs.
· Provides assistance to medical coordination team in issues related to monthly medical reporting, etc
B. Outbreak investigation and research facilitation· Actively participates in any operational research undertakings
· Actively participates in medical and humanitarian assessments
· Actively participate in outbreak investigation and control
· Participates in program planning and the development of new and existing project proposals.
· Increases awareness of the successes and innovations achieved by MSF-OCA programs e.g. HIV/KA co-infection research, ARV in resource-poor settings like Abdurafi, etc.
C. Communication
· Submits monthly medical reports to the MedCo and Deputy MedCo.
· Collaborates in preparation of project medical reports to local and regional authorities as needed
· Helps ensure that the medical component of the projects are being communicated to all staff to give cohesion and common understanding in the mission
D. Other medical activities
1. Nutrition activities
Nutrition Policy and Planning
· Actively contributes to the MSF identity, values and principles by reflecting, discussing and contributing to the advocacy mandate
· Analyses nutrition and food security situation in MSF operational areas, in relation to health, social and economic indicators
· Plans and implements nutritional assessments, surveys and surveillance
· Advises the Medical Coordinator and Head of Mission concerning nutritional interventions, and nutritional strategies in Ethiopia
· Implements, coordinates, monitors and evaluates nutritional programmes/activities
· Contributes to the development of MSF nutrition strategy
Human resource management
· Provides technical support for nutrition-related staff, and undertakes training and coaching
· Capacity develops MSF staff in undertaking nutrition assessments and nutrition surveys
Monitoring and Evaluation
· Monitors the nutrition and food security situation in MSF Holland project sites
· Prepares reports of field visits and project progress
· Monitors nutrition project activities against process and quality indicators
Representation and communications
· To provide medical/nutrition representation for MSF as required by MedCo to Ministry of Health, Regional Health Bureau, Emergency Nutrition Coordination Units, Food Security Sections of the government structures and nutrition-related consultants and relevant stakeholders, in order to impart MSF best practices
· Actively establishes and maintains good relationships with other actors (NGOs, government institutions, research institutions) working in health and nutrition
· Proactively participates in the development of new, revised and extended national nutrition strategies, guidelines and protocols
· Provides nutrition updates to Medical Coordinator regularly.
· To identify medical humanitarian issues and ensure advocacy on medical or humanitarian / protection needs
2. Sample Handling
· Ensures samples/slides coming from the fields for purpose of external quality control to send to International Clinical Laboratories, ICL and send back the results to the fields.
· Ensures the sputum samples/slides coming from the fields to register in the registration book.
· To send the samples coming from the fields for drug sensitivity test and culture to EHNRI timely
· To follow up on sample results for drug sensitivity test and culture, and then send the results back to the fields.
· Ensures strict necessary safety measures taken to all samples, slides before sending to EHNRI/ICL
· Regularly communicate with MTLs about samples results
3. EPREP activities
· In close collaboration with MedCo, Deputy MedCo and Medical team leaders, regularly updates biannually EPREP scenarios for each MSF-OCA project.
· Actively collaborate with the teams to respond to Medical and /or humanitarian emergencies that happening to the projects frequently.
· Facilitates EPREP trainings to health and nutrition staffs of MSF-OCA
