JOB SUMMARY:
The Senior Program Manager is responsible for the overall management of all projects/programs under Sekota field office. He/she is responsible to ensure the efficient and timely planning, monitoring, implantation and reporting of all active projects by the respective project /program manager. He/she will be the overall budget holder for all active projects & needs to ensure effective utilization of resources of the programs.
He/she oversees all relationships with the respective Government stakeholders and other project partners and are responsible for facilitating memorandum of understanding (MOU), aligning the projects annual work plan with government’s plan. He/she also ensure updating project performance, challenges and lessons learned to be shared timely for the respective sectors, and coordinating and conducting joint field monitoring and review meetings as the per the project agreed plan with the government stakeholders and donors.
He/she is expected to ensure integration of all programs, gender equality and women’s empowerment and sustainable approaches by all projects including with mainstreaming CSG (child safe guarding) across the programs.
He/she is responsible to lead, manage, coach, supervise, build the capacities and provide all the necessary support of the project /program managers. Moreover, He /She is responsible for development and review of the program team performance appraisal. The Senior Program Manager is also responsible in ensuring quality and timely submission of monthly, quarterly and annual reports and other deliverables for the government, Country office and donor by all programs
KEY AREAS OF ACCOUNTABILITY:
Overall Programme Management
Responsible for the timely development of annual and quarterly work plan, recruitment plan, procurement plan, and phased budgets by all programs.
Work closely with the field office management team to ensure coordination and integration among by all projects.
Works closely with the Support Services – HR/Finance/logistics to provide them with advanced plans so that they can efficiently carry out their job.
Support the field office mana (FOM) in the drafting project related (MOU) memorandum of understanding with the relevant regional partners, follows up on the review and revision processes, as well as finalization and signing.
Responsible for proper planning, quality implementation, regular monitoring, reporting by all projects.
Identify critical issues in the implementation of projects and take the necessary actions to address problems and constraints.
Leads the project team for budget revisions, prepares justification for request of amendments in keeping with donor regulations and procedure.
Closely working with the project team and responsible for team building actions.
Ensure that exist strategies of all program are taken care of during implementation; and project close outs are properly planned and executed.
Ensure project activities are implemented in line with agreed government and donor requirements
Ensure proper beneficiary targeting, CRM and accountability mechanisms are in placed by all projects /programs.
Program team management
Ensure and manage appropriate project staffing within area of responsibility. Ensure all new recruited staff for projects under the field office gets Fraud, Child safeguarding training and monitor the progress.
Directly leads all project /program heads under the field office.
Ensure all direct reporting team have accurate and up –to- date job descriptions, have oriented on project goals, strategies and activities.
Sets standard and agreed performance objectives for all direct reports, monitor progress regularly and document.
Identify and prevent potential issues for conflict; develop strong, productive team at all level.
Conducts midterm and end line performance review, documents and submits to HR/Field office Operations Manager.
Identify staff capacity gaps, incorporate staff development strategies and Performance Management Systems into team building process & Establish result based system and follow up.
Ensure project /program staffs submit accurate time sheet on monthly basis on time.
Conduct at least monthly core team and quarterly all program team planning and review meeting with appropriate documentation and sharing.
Partnership management
Orient government, NGOs and community partners on the projects’ goals, strategies and activities to develop common understanding for smooth project implementation.
Help partners to understand Save the children international policies and procedures including child safeguarding, fraud, procurement and financial management
Develop/ Review/Check partnership agreements, memorandum of understanding; ensuring SCI (Save the children international) formats and standards are adhered to by all programs
Identify area of activity overlap through proper mapping, develop joint plan and ensure coordination for efficient resource utilization.
Facilitate regular dialogue and information sharing with partners including government, non-government partners and civil societies through regular review and coordination meetings by all programs
Ensure conducting of regular planned monitoring visits, support partners at the project sites and prepare reports for documentation and follow-up actions by all programs.
Ensure documentation of good practices in partnership and report trends and performances of partner’s activities by all programs.
Ensure that all relevant partnership documents are centrally maintained both in hard and electronic copies by all programs.
Coordination and integration
Ensure integration of gender equality and women’s empowerment, sustainable approaches by all programs.
Coordinate and work with the field office, Country Office and other relevant team regularly.
Ensure that weekly schedules/travel plans are coordinated and completed, and managed by the project managers.
Ensure project integration is in placed among active projects.
Budget management
Ensure Preparation of annual and quarterly budget plan of all projects based on approved Detailed
Implementation Plan (DIPs) & donor budget.
Ensure proper Management of all projects budget through proper budget planning, efficient budget utilization and regular (BVA) reviews and actions.
Facilitates smooth communication and interaction among the project managers and other relevant sections in the budget management process.
Closely work with the field office finance team to efficiently monitor and track burn rates, reporting and financial compliance issues by all programs.
Monitoring, evaluation and quality assurance
Support and oversee development of MEAL systems, tools, and procedure by all programs
Support project /program managers to facilitate/coordinate all project related surveys/assessment are properly conducted.
Identify, monitor and systematically document implementation lessons, best practices and innovations by all programs
Ensure implementation of all project /programs monitoring activities. Supervision, reviews meetings and evaluation Jointly with partners and stakeholders by all programs
Ensure the preparation of quarterly and annual reports on the implementation of all project activities as per the requirements of (SCI) save the children international, regional (MOUs) memorandum of understanding and specific projects donors.
Facilitates visits to donors, members and others as necessary
