PURPOSE OF THE ROLE
To supervise the day-to-day execution of Farm Africa Ethiopia’s finance function, mainly the financial accounting aspect, ensuring deadlines are reached and payments are made in a timely and compliant fashion. Lead the financial accounting function of the Country Office. Responsible for country office budget.
KEY TASKS AND RESPONSIBILITIES
Financial management
Ensure all annual audits (internal & external) are planned for & properly managed
Manage the statutory audit process
Oversee the day-to-day compliance with internal controls, various policies and procedures and closely work with all other Corporate Services Team to ensure they are in place and widely understood
Participate & represent finance in procurement committee meetings
Coordinate cash forecasts and process cash requests from/ transfers to on a timely manner effectively, ensuring local funds are sufficient to meet programme commitments
Follow up on timely submission of requests to the UK for overseas payments
Review and ensures that all bank accounts are reconciled on a monthly basis
Support the finance team in cost categorisation according to GoE’s ’70:30’ rule.
Lead on the preparation of and review payroll, and ensures the timely settlement of all payroll related accounts
Follow up the timely settlement of advances by staff and ensures advances are fully reconciled on a monthly basis
Support SMT in managing the country office (ET00) budget
Ensure (through appropriate line management Country Office Accountants ) that all balance sheet accounts, include are fully reconciled on a monthly basis
Maintain and manage the finance filing system to ensure that it provides easy and immediate access to financial information
Review and update financial manuals as deemed necessary
Prepare monthly finance check list and get approved by Head of Corporate Services
Reporting & planning
Ensure timely and accurate monthly account and management reports and reconciliations;
Review and post Country Office transactions, ensuring compliances and accuracy.
Follow up intercompany transactions , ensure timely receiving/sending of such records and posting to SUN
Ensures timely submission of month end data files to UK
Prepare and post journal entries for payroll allocations, prepayments, accruals, corrections, etc
Ensure that Farm Africa quarterly review processes are accompanied by up-to-date expenditure information
Ensure that financial management reports are produced and submitted timely
Support on the preparation of annual plans and budgets and review of the same.
Support to Country Office finance team & field office finance staff
Mentoring and support accountants in the Country Office and Project Finance and Admin. Officers.
Effective line management of Country Office accountant, including support for L&D
Regular review and where necessary realignment of responsibilities of other finance team members. This involves, but not limited to, supporting Project Finance Managers/Program Finance Coordinator in monitoring and filed visits.
Regular liaison with London finance team
