Main Purpose |
Define, adapt, plan and supervise the implementation of human resources policies in the Mission, ensuring they are in line with the context, the operational challenges and the strategic HR.
Being a strategic partner to Operations contributes to the definition and implementation of the mission’s objectives and ensures the HR capacity required, sizing and improving people capabilities, contribution and active participation in order to achieve mission goals effectively. This will be done according to MSF human resources vision and values.
Is responsible of ensuring that MSF is a Responsible employer in the mission, supports proper management of HR across the board and assumes full responsibility of all Administrative and legal issues in the Mission.
Accountabilities |
Strategy & Overall Team Management
· Is an active member of the Country Management Team (CMT), contributing to the mission’s objectives definitions and missions strategic plans.
· Define main objectives and activities for the mission in terms of HR. Prepare the HR annual plan of the mission and define and follow-up key indicators for follow-up of the plan.
· Advice and support coordinators/supervisors in evaluating staffing needs for activities in terms of profiles, amount of people, team balance…
· In close collaboration with the Mission Coordination Team, plans HR operational and budget needs in order to efficiently ensure the required HR sizing and capabilities of the mission. Is responsible for the follow-up of the HR budget and plan and accountable for both.
· Ensure that MSF HR vision, MSF policies, MSF standards and principles on how to manage MSF employees, and legal requirements are respected in the mission.
§ .Defines HR strategies at mission level to ensure the mission counts with the capacities and competences needed, in the short, mid and long term (recruitment, remuneration, management and learning & development plans).
§ Provides expertise to Coordinators and supervisors on how to manage HR in different HR aspects (team management, conflict management, job descriptions, org charts, communication lines, …)
Recruitment
§ Define the recruitment strategy based on the analysis of the labour market with the objective of recruiting professionals and people with potential to develop within the organization.
§ Define recruitment procedures and develop recruitment tools to be used by all people involved in recruitment in the mission.
§ Provide expertise to all people involved in recruitment process on how to lead it properly and support in the recruitment process, when needed (interviews, development tests, ….).
Induction
§ Ensures the mission has efficient deployment (induction and briefing) procedures in place for all newly recruited/arrived staff.
§ Define induction procedures, ensure the implementation and follow-up the impact and quality.
§ Ensure the quality of the mission information documents.
Development
§ Ensures that people with potential are detected and benefit from proper career planning.
§ On the basis of potentials identified/ training or coaching needs detected/ objectives setup in the frame of evaluation, defines career paths and support plans according to the needs.
§ Establish a sustainable system to ensure the follow-up of career paths at the mid and long term.
§ Ensure a proper training policy is developed, implemented and made available to the mission employees.
§ Provide expertise to coordinators/supervisor/line managers/ in how to assess training needs and how to identify adequate trainings.
§ Support and develop training on HR management for Coordinators/supervisors/ managers (with the support of the HRO and training Unit)
§ Promote internal (interprojects) and external (intermissions) mobility of key staff and support the development of plans to ensure mobility.
§ Develop the missions mobility policy according to the needs and the context and in respect with policies and standards.
Evaluation
§ Ensure that the staff in the mission is evaluated according to the procedures established (quality and frequency)
§ Provide expertise and support to all coordinators/supervisor/ line managers on how to make evaluations (tool, method, best practices) with the aim to evaluate and develop competencies of the staff they supervise.
Employment framework (in collaboration with the Admin Manager)
§ Ensures that the mission is in respect of labour legislation of the country in all its aspects.
§ Ensures that the mission respects all MSF HR policies and procedures regarding employment conditions.
§ Establish and review the internal regulations and terms of contracts of all national staff, ensuring that all staff is employed in the frame of fair labour conditions.
§ Check and validate the level of functions existing in the mission, ensuring that they are properly scored and positioned in the mission function grid.
§ Check and validate the salary levels of mission staff.
§ Check and validate the monthly payrolls for the mission staff and report to Head Quarters.
§ Ensure together with the medical coordinator that medical policy is updated and implemented in accordance with the requirements of the country and the MSF health policy.
§ Follow-up legal issue occurring between MSF as an employer and an employee, seeking external experts advice when needed.
§ Ensure the proper use of Homere. Analyze the data from Homere in order to follow-up national staff management and development. Share results of analysis and make recommendations and plans.
§ Make sure that cases linked to behavioural issues are prevented, detected and managed
Other
§ Maintain regular contacts with HR Coordinators from other MSF sections to seek a common and coherent approach to HRM and administrative management.
§ Maintain regular contacts with ministries, national administrations and other NGO’s to keep up to date with administrative practices.
§ Look for synergies/exchanges with other sections and other NGO’s in terms of trainings, coaching and other development tools.
§ Supervise, guide and coach human resources and administration team in capital
§ Define and coordinate the internal communication policy, in collaboration with all field coordination teams, organising personnel meetings and broadcasting MSF values and vision, in order to boost people commitment, active participation and adherence to MSF values.
§ Ensure, in close collaboration with Logistics department, that all international and internal movements in the Mission are properly managed (visas, tickets, per diem when necessary, dates of arrival/departure, etc.), and ensures proper accommodation conditions (i.e. room, food, etc.) by informing all relevant people/departments.
§ Management of contracts and agreements with third parties in the mission.
Requirements | |
Education | · Essential Masters in Human resources management, administration, public administration and other related fields. |
Experience | · At least five years of relevant work experience in the same position, desirably with MSF or other INGO. |
Languages | · Good command of English and Amharic, both written and spoken |
Knowledge | · Excellent computer skills |
