ToR for hiring consultants for radio spot message production
Background
GROW is a scale up of the successful project named Improving Health and nutrition of Vulnerable Women and Children in Ethiopia and Zimbabwe (2012 – 2014) funded through the Muskoka Initiative Partnership Program. The GROW project is part of the Government of Canada’s 3.5 billion CAD commitment to improve the health of mothers, newborns and children and is funded by the Ethiopia Development Division (WEF). GROW also forms part of CARE Canada’s Sub-Saharan African Nutrition Program, which includes the GROW project along with the Southern African Nutrition Initiative (Malawi, Mozambique, Zambia) funded through the Partnership for Strengthening Maternal, Newborn and Child Health.
Grow project will be working to improve nutritional status of mothers and children under 5 in the implementation areas which will also show the relationship between nutrition, agriculture in terms of access and diversification, wash in terms of hygiene and sanitation and also gender equality. Care implements the project in Oromia and Afar regions of Ethiopia. In Oromiya East and West Harargie zones in 12 woredas and in Afar 2 woredas in total in 164 kebeles.
Purpose of hiring the consult
The purpose of this consultancy service is to inforce changes besides other activities to bring the desired nutrition behavioral changes among the program target community. The program is planning to have nutrition short message for Adolescent, Maternal, Infant and Young Child (AMIYC) groups to be transmitted through local Medias and languages.
Target audiences:
· Targeted beneficiaries living in East and West Hararghe and Afar (Gewane and Argoba special woreda)
· Community members living in the program implementation area
· Sector office staffs/ stakeholders office
Roles and responsibilities of the consultant
· Desk review of relevant program documents to understand about the program and target audiences
· Assess target group’s access to media
· Propose appropriate media based on the assessment result
· Suggest appropriate communication strategies for the community
· Develop average of 1 minutes radio script on nutrition key messages on the area of AMIYCN in appropriate format like short drama and short messages
· Prepare the master spot in English and to be translated in to, Amharic, Afaregna and Oromiffa languages
Time: One month from the singing of the agreement
Deliverables/expected output
· Review program documents and other national guidelines and strategies
· Target groups media assessment report and communication strategies
· Develop radio script for approval
· Produce 16 spots in all the languages stated under Roles and responsibilities after approval
· Provide the soft copy of the spots and portfolio with sample of radio production
· Having relevant experience in radio spot production, specifically for the health and nutrition programs
· Ensuring timely completion of work (1 month from agreement signed by the company)
· Experience in working with medias Multi-media skills appropriate for product development through radio, preferably community based radio and relevant media experience
· Ability to showcase former similar works
· Knowledge on Public health/ nutrition expertise
· CV’s of Core team to be assigned for this assignment
· Proven Team work ability Recommendation or witness of excellence in the business is a plus.
· Creative skills for identifying core messages and compelling stories
· Firm or Individual consultants are accepted but trade registration is mandatory.
