Introduction:
Cultivating New Frontiers in Agriculture (CNFA), a not-for-profit international development organization with offices in Washington, D.C., is implementing a five year United States Agency for International Development (USAID) funded Agricultural Growth Program-Livestock Market Development Project (AGP-LMD). The Project will foster growth and reduce poverty through improving the productivity and competitiveness of selected livestock value chains in four regions of Ethiopia namely Oromia, Tigray, Amhara & SNNPR.
CNFA Ethiopia would like to invite eligible Audit Firms to perform an audit on CNFA AGP-LMD Project tax liabilities for a period covering September 2012 to May 2017. The audit will cover total expenditures of approximately 20 million US$. The purpose of this RFQ is to solicit quotations for these services.
Offerors are responsible for ensuring that their offers are received by CNFA in accordance with the instructions, terms, and conditions described in this RFQ. Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.
Technical Requirements: Bidders are required to attach the following documentations as part of the bid documents.
Deliverables
The audit firm is requested to deliver a report to the AGP-LMD management about the AGP-LMD project’s tax liabilities in terms of tax obligations and tax payments throughout the project implementation period. Offerors are requested to provide quotations containing the information below on official letterhead or official quotation format.
The following major audit tasks to be carried out by the audit firm:
Quotations: Quotations in response to this RFQ must be priced on a fixed-price, all-inclusive basis, including all other costs. Pricing must be presented in Ethiopian Birr. Offers must remain valid for not less than thirty (30) calendar days after the offer deadline. Offerors are requested to provide quotations on official letterhead in the format provided in Section 4 – Technical Requirements.
Evaluation: The award will be made to a responsible offeror whose offer follows the RFQ instructions, meets the eligibility requirements, and lowest-priced, technically-acceptable approach. The offer that meets or exceeds the minimum required technical specifications, and is judged to be the best value based on a lowest-price, technically-acceptable basis. Only offerors determined to be technically acceptable will be considered for award.
Payment and Award: The award will be awarded to the offeror whose quotation represents the best value to the Project. Any award and payment resulting from this RFQ is anticipated to be in the form of a Service Agreement. This award is subject to the AGP-LMD Project’s terms and conditions as stipulated in Annex B.Offer Format Instructions - Format Instructions: Bidders are required to attach the following documentations as part of the bid documents, and must be formatted in accordance with the below requirements:
