Job Purpose Summary
The purpose of the Shelter Specialist position is technical development of the specific Core Competence (Shelter), strategic direction and quality assurance, the shelter strategy and quality control. The Shelter Specialist is responsible for mentoring, train, capacity build staff on Shelter technical capacity.
Key Responsibilities
· Develop Shelter strategy, technical guidance and Macro Log frames
· Compliance with and adherence to NRC policies, guidance and procedures
· Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
· Identify trends technical standards and donor priorities
· Follow up on compliance with contractual commitments within the Shelter Programme, ensure high technical quality and synergies in project implementation
· Provide technical direction and project implementation support
· Ensure that key learnings are extracted from Shelter implementation, and incorporate them in Shelter and staff development processes
· Provide systematic training and build capacity of technical staff
· Represent NRC in relevant forums/clusters, including with national and local authorities and donors
· Promote the rights of IDPs/returnees in line with the advocacy strategy
· Prepare designs, compile BoQs and screen potential contractors for construction works
· Support Area Managers and field teams by coordinating closely with other departments to ensure timely, quality implementation of projects.
· Contribute to the development of shelter related risk assessments and shelter preparedness and contingency plans
· Advise in the recruitment process of Shelter response field teams
· Ensure shelter response teams are adhering to NRC's participatory approach, engaging target beneficiaries in all phases of the project to ensure community ownership of the projects
· Work with Core Competence Specialists for Education, WASH, and Food Security and Livelihoods to identify complementarities and opportunities for cross-sectoral response
· Attend to any other related tasks as advised by the Head of Programmes
