In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

I. Purpose of the Position:
To assist on all operational activities and resources of CRS/ET field office, which comprises of commodity movement (receipts and dispatches), storage, controlling financial expenditures, administering personnel, premises and properties.
To assist the monitoring of food commodities dispatched from the Primary Distribution Point to partners (consortium partners).
Ensure the warehouse Management follows the standard warehouse management principles (proper stacking, guiding of laborers during stacking, cleanness of the warehouse, minimizing losses etc.)
Act as Field Office Manager, in his/her absence
2. Key /Specific Duties and Responsibilities:
Supervisory and control activities
Assist the FOM in exercising general direction and controlling over the entire operational activities of the field office;
Assist the FOM in supervising and controls the proper handling of non-food items stored in the field office
Assist the FOM in carrying out implementation of food monitoring plans as provided by the Food Monitoring Unit Coordinator
Provide the necessary support for food monitoring activities, monitoring emergency food aid program and development food aid program commodities.
In the absence of FOM, supervise all FO staffs in performing the responsibilities as required.
Commodity and Stores management
Assist FOM controlling the commodity movement into/from warehouses from Djibouti and to distribution centers respectively;
Follows up disposal of unfit commodities and required formalities and documentations are maintained as per CRS/ET’s and donor’s requirements in collaboration with FOM;
Assist on t the warehouse and transport losses are recorded, reports are properly completed and submitted on time after FOM approved;
Ensures monthly physical inventory of food commodities at the PDP is conducted on the last day of each month and report the result to FOM for onward submission to Logistics department of CRS/Ethiopia Addis Ababa office;
Assist on the month end inventory arrangement to conduct by at least three staffs from different responsibilities.
Ensures and properly tracks best use by date (BUBD) of food commodities in collaboration with FOM
Oversee the warehouse is free of infestation, ventilated daily, clean (both in and out of the warehouse) and fee of rodents. If infestation is encountered and/or rodents are seen, report to the FOM in order to take action in time.
In collaboration with FOM ensure the all warehouses have two padlocks and the keys are always in the hand of the store keeper (1st padlock key) and Filed Office Manager/Deputy Field Office Manager (2nd padlock key)
Transport Management
Ensures that transport carriers are available and are arranged to move allocated food to partners/centers by coordinating with CRS/ET’s Logistics Department in collaboration with FOM;
Assist FOM ensuring and properly managing vehicles that are assigned for Food Monitoring Unit and for the PDPs.
Assist FOM ensuring that commodity dispatched from the PDP are delivered to the right distribution partners/centers
Financial Management
Assist FOM in coordinating and facilitating the receiving of loan and repayment of loans with field office of EFSRA based on the instruction given by Logistics dept. of CRS/Ethiopia;
Assist FOM ensuring trucks and other vehicles operating under CRS/ET field office are maintained and repaired as required
Preparation of reports
Review the periodical reports and forwarded to CRS Logistics Department within the time limit after FOM approves;
Administrative activities
Assist the FOM ensuring the adequacy of the CRS/ET’s premises security and property recordings;
Representation
Represents CRS/ET in business matters related to CRS/ET operations (Government NGO, INGO and others when FOM delegates or in his/her absence;
Performs other related duties as required by FOM.
3.2. Experience:
Minimum 2-4 years of experience in logistics/commodity/warehouse management. Minimum 2 years of experience in relief logistics/commodity management preferred.
Minimum 2 years of experience in Title II commodities management is preferred.
Experience in USG/UN commodity management regulation is preferred
NGO experience (preferred)
Excellent knowledge of materials management policies procedures; principles and practices
Excellent knowledge of accounting concepts, principles and practices
Excellent knowledge of personnel management principles and practices
Excellent knowledge of Ethiopian labor law
Ability to supervise the compilation and recording of expenses
Ability to maintain good working relationship with employees and keep records up-to-date
Ability to organize and coordinate trucks used to transport orderly to various centers
Ability to understand and execute oral and written instructions
Skill in the use of computer and S/W related to the job
