CARE Ethiopia’s mission is to work with poor women and men, boys and girls, communities and institutions, to have a significant impact on the underlying causes of poverty in Ethiopia.
Objective: The Climate Change Adaptation and Resilience Specialist (CCARS) at CARE SNNPR reports directly to the field office Team Leader/Project Manager, with technical supervision from the Climate Change Adaptation and Resilience Senior Advisor. S/he leads the design, detailed implementation planning (DIP), and implementation of climate change and resilience interventions under the Livelihoods for Resilience project. In consultation with supervisors and in close collaboration with team members, the CCARO leads monitoring, evaluation and periodic reporting of assigned elements of Livelihood for Resilience’s climate change adaptation component, in line with CARE Ethiopia’s approaches and long-range strategic plan. The CCARO provides technical support for the development and implementation of climate smart technologies and innovations, strengthening of human and institutional capacity for climate change adaptation. S/he works with relevant PSNP implementing institutions to ensure that livelihoods implementation, and the livelihoods strategies adopted by households and communities in Sidama and Gedio zones, are climate resilient.
Responsibilities and Tasks:
· Integrates climate change adaptation and climate-smart agriculture and livelihoods concepts into project activities;
· Participates in Livelihood for Resilience detailed implementation planning (DIP), and annual reviews, to ensure that proper practices, tools and guidelines are adopted throughout the life of the project.
· Develops specific adaptation strategies with project staff and key partners to ensure strategies are risk assessed with a climate lens; adaptation measures are mainstreamed, and robust monitoring and evaluation systems are in place
· Supports PSNP households in identifying climate change adaptation and resilience strategies to build assets and steadily decrease their vulnerability to disaster risks over time;
· Leads and engages in Participatory Scenario Planning (PSP), selection, planning and management of IGAs, and risk aware business planning;
· Leads climate vulnerability and capacity assessment and social action and analysis (SAA) to identify climate risks and existing adaptation strategies, and provides follow-up support for adaptation activities;
· Organizes training courses and delivers or arranges for the delivery of training programs for project target beneficiaries, government stakeholders and private sector including climate change impacts, vulnerability and adaptation strategies.
· Provides support to Facilitators for Empowerment (FfEs) in raising the awareness of Livelihoods for Resilience clients on climate change impacts and adaptation mechanisms, through ongoing CCA discussions and promotion of savings and diversification of income sources;
· work with local/ indigenous institutions for the integration of Participatory planning for effective use of weather and climate information, that better informs households decision of adaptations options
· Pilot adaptation technologies relevant to the targeted communities (weather Index, early maturing crops, irrigation technologies, area closures, forage development etc.).
· Maintains and establishes contacts among local partner organizations, government offices and private sector;
· Works with the CARE & partners’ Monitoring and Evaluation staff to establish and ensure a functional monitoring and evaluation system that assesses the impact of interventions in the areas of capacity strengthening of communities;

QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
B.A. in, , Environmental studies, Natural Resource management, Climate Change adaptation, Rural Development, Agricultural Economics or other closely related field.
Desired:
§ M.A. in Environmental Science, Natural Resource Management, Climate Change Adaptation, Rural Development, Agricultural Economics or other closely related field
B) EXPERIENCE
4 years of work experience with climate change adaptations, sustainable livelihoods. Specific expertise in certain aspects of climate change adaptation practice, climate change science and integration of climate change, issues into the design, monitoring and evaluation of projects and programmes
