General Summery
ICAP at Columbia University is an international non-profit organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.
In partnership with the United States Centers for Disease Control and Prevention (CDC), ICAP will conduct Population-based HIV Impact Assessments (PHIA) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide allocation of resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
ICAP, in partnership with the Ethiopian Public Health Institute (EPHI) of the Federal Ministry of Health (FMoH) and the Centers for Disease Control and Prevention (CDC), is planning to conduct a PHIA to estimate the population-level impact of the national HIV prevention, care and treatment programs in Ethiopia. In addition to providing important programmatic information to the EPHI/FMoH and relevant stakeholders, this assessment of the national HIV program is of great value to HIV researchers and public health experts around the world.

JOB SUMMARY
ICAP at Columbia University and MOH in Partnership with EPHI and CDC will be conducting a population-based HIV impact assessment (PHIA) in Ethiopia. ICAP in an advisory role will work with EPHI in the processing, testing and storage of survey specimens collected as part of the EPHIA. The survey specimens collected at the household will be transported to selected satellite labs for processing, testing and short term storage, before shipment to Central Laboratory [EPHI] for additional testing and long term storage.
SPECIFIC RESPONSIBILITIES
1. The Satellite Laboratory Supervisor will be responsible for overall specimen receipt verification, processing and storage as well as Lab operations of all PHIA-related activities at the Satellite Laboratory
2. Lead, coordinate and facilitate all activities related to specimen transfer and quality assurance
3. Coordinate and facilitate the transport of specimens from the field to satellite/mobile laboratories
4. Liaise with the field lab technician to ensure that field testing activities and transport of specimen from field to the satellite lab are conducted as per respective SOP
5. Ensure blood samples are shipped from the satellite to the central laboratory (EPHI) in a timely manner to maintain specimen integrity.
6. Ensure that lab staff receive and accession each specimen into a Laboratory Data Management System (LDMS) and process as per EPHIA standard operating procedure
7. Monitor the entire quality system from Pre-examination, examination and post-examination which will include, occurrence management, daily/weekly reviews of QC documentation, troubleshooting both equipment and QC failures
8. Monitor and ensure optimal laboratory environmental conditions are maintained to ensure quality of data
9. Supervise, coordinate and schedule laboratory technicians at satellite/mobile lab and ensure optimal human resource is at hand to accomplish EPHIA testing
10. Assess and monitor competency of all satellite lab technicians to ensure quality of results
